SYNOPSIS AS INTRODUCED:

    Amends various Acts relating to the governance of State universities. With respect to any contract or collective bargaining agreement entered into, amended, or renewed on or after the effective date of the amendatory Act, provides that a university is prohibited from entering into a contract or agreement that offers its employees or contractors tuition waivers, grants, scholarships, or any other higher education benefits for the children, spouses, or other family members of the employees or contractors. Provides that nothing in this prohibition prevents or diminishes the right of a child, spouse, or other family member of an employee or contractor to borrow money for higher education expenses or apply for and be awarded a tuition waiver, grant, scholarship, or other award for higher education expenses, provided that there is no conflict of interest and no preference is given on account of the person being the child, spouse, or other family member of an employee or contractor. Provides that nothing in this prohibition shall diminish the value of contractual rights existing before the effective date of the amendatory Act that are enjoyed by employees and contractors of the university or their children, spouses, and other family members. Repeals provisions that permit the children of employees of a State university who have been employed by any one or by more than one State university for an aggregate period of at least 7 years to receive a 50% tuition waiver. 1    AN ACT concerning higher education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 80 as follows:
 
6    (110 ILCS 305/80 new)
7    Sec. 80. Employee educational benefits prohibited.
8    (a) This Section applies to any contract or collective
9bargaining agreement entered into, amended, or renewed on or
10after the effective date of this amendatory Act of the 97th
11General Assembly.
12    (b) The University is prohibited from entering into any
13contract or agreement that offers its employees or contractors
14tuition waivers, grants, scholarships, or any other higher
15education benefits for the children, spouses, or other family
16members of the employees or contractors.
17    (c) Nothing in this Section prevents or diminishes the
18right of a child, spouse, or other family member of an employee
19or contractor to borrow money for higher education expenses or
20apply for and be awarded a tuition waiver, grant, scholarship,
21or other award for higher education expenses, provided that
22there is no conflict of interest and no preference is given on
23account of the person being the child, spouse, or other family

2    (d) Nothing in this Section shall diminish the value of

7    Section 10. The Southern Illinois University Management
8Act is amended by adding Section 65 as follows:

10    Sec. 65. Employee educational benefits prohibited.
11    (a) This Section applies to any contract or collective
12bargaining agreement entered into, amended, or renewed on or
13after the effective date of this amendatory Act of the 97th
14General Assembly.
15    (b) The University is prohibited from entering into any
16contract or agreement that offers its employees or contractors
17tuition waivers, grants, scholarships, or any other higher
18education benefits for the children, spouses, or other family
19members of the employees or contractors.
20    (c) Nothing in this Section prevents or diminishes the
21right of a child, spouse, or other family member of an employee
22or contractor to borrow money for higher education expenses or
23apply for and be awarded a tuition waiver, grant, scholarship,
24or other award for higher education expenses, provided that

10adding Section 5-175 as follows:

12    Sec. 5-175. Employee educational benefits prohibited.
13    (a) This Section applies to any contract or collective
14bargaining agreement entered into, amended, or renewed on or
15after the effective date of this amendatory Act of the 97th
16General Assembly.
17    (b) The University is prohibited from entering into any
18contract or agreement that offers its employees or contractors
19tuition waivers, grants, scholarships, or any other higher
20education benefits for the children, spouses, or other family
21members of the employees or contractors.
22    (c) Nothing in this Section prevents or diminishes the

16bargaining agreement entered into, amended, or renewed on or
17after the effective date of this amendatory Act of the 97th
18General Assembly.
19    (b) The University is prohibited from entering into any
20contract or agreement that offers its employees or contractors
21tuition waivers, grants, scholarships, or any other higher
22education benefits for the children, spouses, or other family
23members of the employees or contractors.

19after the effective date of this amendatory Act of the 97th
20General Assembly.
21    (b) The University is prohibited from entering into any
22contract or agreement that offers its employees or contractors

21after the effective date of this amendatory Act of the 97th
22General Assembly.

22bargaining agreement entered into, amended, or renewed on or
23after the effective date of this amendatory Act of the 97th
