    Amends various Acts relating to the governance of public universities in Illinois. Provides that for any academic year in which the cost of tuition is increased from the previous academic year by any percentage, the base salary of the president and vice-president of the university and other principal administrators employed by the university shall be reduced by the same percentage as the tuition increase. Provides that with respect to an employment contract in effect on the effective date of the amendatory Act, the Board of Trustees shall amend the employment contract to comply with the provisions of the amendatory Act.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5changing Section 70 as follows:
 
6    (110 ILCS 305/70)
7    Sec. 70. Administrator and faculty salary and benefits;
8report. The Board of Trustees shall report to the Board of
9Higher Education, on or before July 1 of each year, the base
10salary and benefits of the president of the university and all
11administrators, faculty members, and instructors employed by
12the university. For the purposes of this Section, "benefits"
13includes without limitation vacation days, sick days, bonuses,
14annuities, and retirement enhancements.
15    Notwithstanding any other provision of law, for any
16academic year in which the cost of tuition is increased from
17the previous academic year by any percentage, the base salary
18of the president and vice-president of the university and other
19principal administrators employed by the university shall be
20reduced by the same percentage as the tuition increase. With
21respect to an employment contract in effect on the effective
22date of this amendatory Act of the 97th General Assembly, the
23Board of Trustees shall amend the employment contract to comply

5Act is amended by changing Section 55 as follows:

7    Sec. 55. Administrator and faculty salary and benefits;
8report. The Board of Trustees shall report to the Board of
9Higher Education, on or before July 1 of each year, the base
10salary and benefits of the president of the university and all
11administrators, faculty members, and instructors employed by
12the university. For the purposes of this Section, "benefits"
13includes without limitation vacation days, sick days, bonuses,
14annuities, and retirement enhancements.
15    Notwithstanding any other provision of law, for any
