    Amends the Certification of Teachers Article and the Educator Licensure Article of the School Code. Authorizes the waiver of the student teaching requirement if the person seeking certification or licensure presents evidence of 100 hours or more of successful teaching experience on a valid substitute certificate or valid substitute teaching license. 1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
521-2 and 21B-20 as follows:
 
6    (105 ILCS 5/21-2)  (from Ch. 122, par. 21-2)
7    (Section scheduled to be repealed on June 30, 2013)
8    Sec. 21-2. Grades of certificates.
9    (a) All certificates issued under this Article shall be
10State certificates valid in every school district coming under
11the provisions of this Act and shall be limited in time and
12designated as follows: Provisional vocational certificate,
13temporary provisional vocational certificate, early childhood
14certificate, elementary school certificate, special
15certificate, secondary certificate, school service personnel
16certificate, administrative certificate, provisional
17certificate, and substitute certificate. The requirement of
18student teaching under close and competent supervision for
19obtaining a teaching certificate may be waived by the State
20Teacher Certification Board upon presentation to the Board by
21the teacher of evidence of one year or more of successful
22teaching experience on a valid certificate and graduation from
23a recognized institution of higher learning with a bachelor's

1degree or higher. The requirement of student teaching under
2close and competent supervision for obtaining a teaching
3certificate shall be waived by the State Teacher Certification
4Board upon presentation to the Board by the teacher of evidence
5of 100 hours or more of successful teaching experience on a
6valid substitute certificate.
7    (b) Initial Teaching Certificate. Persons who (1) have
8completed an approved teacher preparation program, (2) are
9recommended by an approved teacher preparation program, (3)
10have successfully completed the Initial Teaching Certification
11examinations required by the State Board of Education, and (4)
12have met all other criteria established by the State Board of
13Education in consultation with the State Teacher Certification
14Board, shall be issued an Initial Teaching Certificate valid
15for 4 years of teaching, as defined in Section 21-14 of this
16Code. Initial Teaching Certificates shall be issued for
17categories corresponding to Early Childhood, Elementary,
18Secondary, and Special K-12, with special certification
19designations for Special Education, Bilingual Education,
20fundamental learning areas (including Language Arts, Reading,
21Mathematics, Science, Social Science, Physical Development and
22Health, Fine Arts, and Foreign Language), and other areas
23designated by the State Board of Education, in consultation
24with the State Teacher Certification Board. Notwithstanding
25any other provision of this Article, an Initial Teaching
26Certificate shall be automatically extended for one year for

1all persons who (i) have been issued an Initial Teaching
2Certificate that expires on June 30, 2004 and (ii) have not
3met, prior to July 1, 2004, the Standard Certificate
4requirements under paragraph (c) of this Section. An
5application and fee shall not be required for this extension.
6    (b-5) A person who holds an out-of-state certificate and
7who is otherwise eligible for a comparable Illinois certificate
8may be issued an Initial Certificate if that person has not
9completed 4 years of teaching. Upon completion of 4 years of
10teaching, the person is eligible for a Standard Certificate.
11Beginning July 1, 2004, an out-of-state candidate who has
12already earned a second-tier certificate in another state is
13not subject to any Standard Certificate eligibility
14requirements stated in paragraph (2) of subsection (c) of this
15Section other than completion of the 4 years of teaching. An
16out-of-state candidate who has completed less than 4 years of
17teaching and does not hold a second-tier certificate from
18another state must meet the requirements stated in paragraph
19(2) of subsection (c) of this Section, proportionately reduced
20by the amount of time remaining to complete the 4 years of
21teaching.
22    (c) Standard Certificate.
23    (1) Persons who (i) have completed 4 years of teaching, as
24defined in Section 21-14 of this Code, with an Initial
25Certificate or an Initial Alternative Teaching Certificate and
26have met all other criteria established by the State Board of

1Education in consultation with the State Teacher Certification
2Board, (ii) have completed 4 years of teaching on a valid
3equivalent certificate in another State or territory of the
4United States, or have completed 4 years of teaching in a
5nonpublic Illinois elementary or secondary school with an
6Initial Certificate or an Initial Alternative Teaching
7Certificate, and have met all other criteria established by the
8State Board of Education, in consultation with the State
9Teacher Certification Board, or (iii) were issued teaching
10certificates prior to February 15, 2000 and are renewing those
11certificates after February 15, 2000, shall be issued a
12Standard Certificate valid for 5 years, which may be renewed
13thereafter every 5 years by the State Teacher Certification
14Board based on proof of continuing education or professional
15development. Beginning July 1, 2003, persons who have completed
164 years of teaching, as described in clauses (i) and (ii) of
17this paragraph (1), have successfully completed the
18requirements of paragraphs (2) through (4) of this subsection
19(c), and have met all other criteria established by the State
20Board of Education, in consultation with the State Teacher
21Certification Board, shall be issued Standard Certificates.
22Notwithstanding any other provisions of this Section,
23beginning July 1, 2004, persons who hold valid out-of-state
24certificates and have completed 4 years of teaching on a valid
25equivalent certificate in another State or territory of the
26United States shall be issued comparable Standard

1Certificates. Beginning July 1, 2004, persons who hold valid
2out-of-state certificates as described in subsection (b-5) of
3this Section are subject to the requirements of paragraphs (2)
4through (4) of this subsection (c), as required in subsection
5(b-5) of this Section, in order to receive a Standard
6Certificate. Standard Certificates shall be issued for
7categories corresponding to Early Childhood, Elementary,
8Secondary, and Special K-12, with special certification
9designations for Special Education, Bilingual Education,
10fundamental learning areas (including Language Arts, Reading,
11Mathematics, Science, Social Science, Physical Development and
12Health, Fine Arts, and Foreign Language), and other areas
13designated by the State Board of Education, in consultation
14with the State Teacher Certification Board.
15    (2) This paragraph (2) applies only to those persons
16required to successfully complete the requirements of this
17paragraph under paragraph (1) of this subsection (c). In order
18to receive a Standard Teaching Certificate, a person must
19satisfy one of the following requirements:
20        (A) Completion of a program of induction and mentoring
21    for new teachers that is based upon a specific plan
22    approved by the State Board of Education, in consultation
23    with the State Teacher Certification Board. Nothing in this
24    Section, however, prohibits an induction or mentoring
25    program from operating prior to approval. Holders of
26    Initial Certificates issued before September 1, 2007 must

1    complete, at a minimum, an approved one-year induction and
2    mentoring program. Holders of Initial Certificates issued
3    on or after September 1, 2007 must complete an approved
4    2-year induction and mentoring program. The plan must
5    describe the role of mentor teachers, the criteria and
6    process for their selection, and how all the following
7    components are to be provided:
8            (i) Assignment of a formally trained mentor
9        teacher to each new teacher for a specified period of
10        time, which shall be established by the employing
11        school or school district, provided that a mentor
12        teacher may not directly or indirectly participate in
13        the evaluation of a new teacher pursuant to Article 24A
14        of this Code or the evaluation procedure of the school.
15            (ii) Formal mentoring for each new teacher.
16            (iii) Support for each new teacher in relation to
17        the Illinois Professional Teaching Standards, the
18        content-area standards applicable to the new teacher's
19        area of certification, and any applicable local school
20        improvement and professional development plans.
21            (iv) Professional development specifically
22        designed to foster the growth of each new teacher's
23        knowledge and skills.
24            (v) Formative assessment that is based on the
25        Illinois Professional Teaching Standards and designed
26        to provide feedback to the new teacher and

1        opportunities for reflection on his or her
2        performance, which must not be used directly or
3        indirectly in any evaluation of a new teacher pursuant
4        to Article 24A of this Code or the evaluation procedure
5        of the school and which must include the activities
6        specified in clauses (B)(i), (B)(ii), and (B)(iii) of
7        this paragraph (2).
8            (vi) Assignment of responsibility for coordination
9        of the induction and mentoring program within each
10        school district participating in the program.
11        (B) Successful completion of 4 semester hours of
12    graduate-level coursework on the assessment of one's own
13    performance in relation to the Illinois Professional
14    Teaching Standards. The coursework must be approved by the
15    State Board of Education, in consultation with the State
16    Teacher Certification Board; must be offered either by an
17    institution of higher education, by such an institution in
18    partnership with a teachers' association or union or with a
19    regional office of education, or by another entity
20    authorized to issue college credit; and must include
21    demonstration of performance through all of the following
22    activities for each of the Illinois Professional Teaching
23    Standards:
24            (i) Observation, by the course instructor or
25        another experienced teacher, of the new teacher's
26        classroom practice (the observation may be recorded

1        for later viewing) for the purpose of identifying and
2        describing how the new teacher made content meaningful
3        for students; how the teacher motivated individuals
4        and the group and created an environment conducive to
5        positive social interactions, active learning, and
6        self-motivation; what instructional strategies the
7        teacher used to encourage students' development of
8        critical thinking, problem solving, and performance;
9        how the teacher communicated using written, verbal,
10        nonverbal, and visual communication techniques; and
11        how the teacher maintained standards of professional
12        conduct and provided leadership to improve students'
13        learning.
14            (ii) Review and analysis, by the course instructor
15        or another experienced teacher, of written
16        documentation (i.e., lesson plans, assignments,
17        assessment instruments, and samples of students' work)
18        prepared by the new teacher for at least 2 lessons. The
19        documentation must provide evidence of classroom
20        performance related to Illinois Professional Teaching
21        Standards 1 through 9, with an emphasis on how the
22        teacher used his or her understanding of students,
23        assessment data, and subject matter to decide on
24        learning goals; how the teacher designed or selected
25        activities and instructional materials and aligned
26        instruction to the relevant Illinois Learning

1        Standards; how the teacher adapted or modified
2        curriculum to meet individual students' needs; and how
3        the teacher sequenced instruction and designed or
4        selected student assessment strategies.
5            (iii) Demonstration of professional expertise on
6        the part of the new teacher in reflecting on his or her
7        practice, which was observed under clause (B)(i) of
8        this paragraph (2) and documented under clause (B)(ii)
9        of this paragraph (2), in terms of teaching strengths,
10        weaknesses, and implications for improvement according
11        to the Illinois Professional Teaching Standards.
12        (C) Successful completion of a minimum of 4 semester
13    hours of graduate-level coursework addressing preparation
14    to meet the requirements for certification by the National
15    Board for Professional Teaching Standards (NBPTS). The
16    coursework must be approved by the State Board of
17    Education, in consultation with the State Teacher
18    Certification Board, and must be offered either by an
19    institution of higher education, by such an institution in
20    partnership with a teachers' association or union or with a
21    regional office of education, or by another entity
22    authorized to issue college credit. The course must address
23    the 5 NBPTS Core Propositions and relevant standards
24    through such means as the following:
25            (i) Observation, by the course instructor or
26        another experienced teacher, of the new teacher's

1        classroom practice (the observation may be recorded
2        for later viewing) for the purpose of identifying and
3        describing how the new teacher made content meaningful
4        for students; how the teacher motivated individuals
5        and the group and created an environment conducive to

7        self-motivation; what instructional strategies the
8        teacher used to encourage students' development of
9        critical thinking, problem solving, and performance;
10        how the teacher communicated using written, verbal,
11        nonverbal, and visual communication techniques; and
12        how the teacher maintained standards of professional
13        conduct and provided leadership to improve students'
14        learning.
15            (ii) Review and analysis, by the course instructor
16        or another experienced teacher, of written
17        documentation (i.e., lesson plans, assignments,
18        assessment instruments, and samples of students' work)
19        prepared by the new teacher for at least 2 lessons. The
20        documentation must provide evidence of classroom
21        performance, including how the teacher used his or her
22        understanding of students, assessment data, and
23        subject matter to decide on learning goals; how the
24        teacher designed or selected activities and
25        instructional materials and aligned instruction to the
26        relevant Illinois Learning Standards; how the teacher

1        adapted or modified curriculum to meet individual
2        students' needs; and how the teacher sequenced
3        instruction and designed or selected student
4        assessment strategies.
5            (iii) Demonstration of professional expertise on
6        the part of the new teacher in reflecting on his or her
7        practice, which was observed under clause (C)(i) of
8        this paragraph (2) and documented under clause (C)(ii)
9        of this paragraph (2), in terms of teaching strengths,
10        weaknesses, and implications for improvement.
11        (C-5) Satisfactory completion of a minimum of 12
12    semester hours of graduate credit towards an advanced
13    degree in an education-related field from an accredited
14    institution of higher education.
15        (D) Receipt of an advanced degree from an accredited
16    institution of higher education in an education-related
17    field that is earned by a person either while he or she
18    holds an Initial Teaching Certificate or prior to his or
19    her receipt of that certificate.
20        (E) Accumulation of 60 continuing professional
21    development units (CPDUs), earned by completing selected
22    activities that comply with paragraphs (3) and (4) of this
23    subsection (c). However, for an individual who holds an
24    Initial Teaching Certificate on the effective date of this
25    amendatory Act of the 92nd General Assembly, the number of
26    CPDUs shall be reduced to reflect the teaching time

1    remaining on the Initial Teaching Certificate.
2        (F) Completion of a nationally normed,
3    performance-based assessment, if made available by the
4    State Board of Education in consultation with the State
5    Teacher Certification Board, provided that the cost to the
6    person shall not exceed the cost of the coursework
7    described in clause (B) of this paragraph (2).
8        (G) Completion of requirements for meeting the
9    Illinois criteria for becoming "highly qualified" (for
10    purposes of the No Child Left Behind Act of 2001, Public
11    Law 107-110) in an additional teaching area.
12        (H) Receipt of a minimum 12-hour, post-baccalaureate,
13    education-related professional development certificate
14    issued by an Illinois institution of higher education and
15    developed in accordance with rules adopted by the State
16    Board of Education in consultation with the State Teacher
17    Certification Board.
18        (I) Completion of the National Board for Professional
19    Teaching Standards (NBPTS) process.
20        (J) Receipt of a subsequent Illinois certificate or
21    endorsement pursuant to Article 21 of this Code.
22    (3) This paragraph (3) applies only to those persons
23required to successfully complete the requirements of this
24paragraph under paragraph (1) of this subsection (c). Persons
25who seek to satisfy the requirements of clause (E) of paragraph
26(2) of this subsection (c) through accumulation of CPDUs may

1earn credit through completion of coursework, workshops,
2seminars, conferences, and other similar training events that
3are pre-approved by the State Board of Education, in
4consultation with the State Teacher Certification Board, for
5the purpose of reflection on teaching practices in order to
6address all of the Illinois Professional Teaching Standards
7necessary to obtain a Standard Teaching Certificate. These
8activities must meet all of the following requirements:
9        (A) Each activity must be designed to advance a
10    person's knowledge and skills in relation to one or more of
11    the Illinois Professional Teaching Standards or in
12    relation to the content-area standards applicable to the
13    teacher's field of certification.
14        (B) Taken together, the activities completed must
15    address each of the Illinois Professional Teaching
16    Standards as provided in clauses (B)(i), (B)(ii), and
17    (B)(iii) of paragraph (2) of this subsection (c).
18        (C) Each activity must be provided by an entity
19    approved by the State Board of Education, in consultation
20    with the State Teacher Certification Board, for this
21    purpose.
22        (D) Each activity, integral to its successful
23    completion, must require participants to demonstrate the
24    degree to which they have acquired new knowledge or skills,
25    such as through performance, through preparation of a
26    written product, through assembling samples of students'

1    or teachers' work, or by some other means that is
2    appropriate to the subject matter of the activity.
3        (E) One CPDU shall be available for each hour of direct
4    participation by a holder of an Initial Teaching
5    Certificate in a qualifying activity. An activity may be
6    attributed to more than one of the Illinois Professional
7    Teaching Standards, but credit for any activity shall be
8    counted only once.
9    (4) This paragraph (4) applies only to those persons
10required to successfully complete the requirements of this
11paragraph under paragraph (1) of this subsection (c). Persons
12who seek to satisfy the requirements of clause (E) of paragraph
13(2) of this subsection (c) through accumulation of CPDUs may
14earn credit from the following, provided that each activity is
15designed to advance a person's knowledge and skills in relation
16to one or more of the Illinois Professional Teaching Standards
17or in relation to the content-area standards applicable to the
18person's field or fields of certification:
19        (A) Collaboration and partnership activities related
20    to improving a person's knowledge and skills as a teacher,
21    including all of the following:
22            (i) Peer review and coaching.
23            (ii) Mentoring in a formal mentoring program,
24        including service as a consulting teacher
25        participating in a remediation process formulated
26        under Section 24A-5 of this Code.

1            (iii) Facilitating parent education programs
2        directly related to student achievement for a school,
3        school district, or regional office of education.
4            (iv) Participating in business, school, or
5        community partnerships directly related to student
6        achievement.
7        (B) Teaching college or university courses in areas
8    relevant to a teacher's field of certification, provided
9    that the teaching may only be counted once during the
10    course of 4 years.
11        (C) Conferences, workshops, institutes, seminars, and
12    symposiums related to improving a person's knowledge and
13    skills as a teacher, including all of the following:
14            (i) Completing non-university credit directly
15        related to student achievement, the Illinois
16        Professional Teaching Standards, or content-area
17        standards.
18            (ii) Participating in or presenting at workshops,
19        seminars, conferences, institutes, and symposiums.
20            (iii) (Blank).
21            (iv) Training as reviewers of university teacher
22        preparation programs.
23        An activity listed in this clause (C) is creditable
24    only if its provider is approved for this purpose by the
25    State Board of Education, in consultation with the State
26    Teacher Certification Board.

1        (D) Other educational experiences related to improving
2    a person's knowledge and skills as a teacher, including all
3    of the following:
4            (i) Participating in action research and inquiry
5        projects.
6            (ii) Observing programs or teaching in schools,
7        related businesses, or industry that is systematic,
8        purposeful, and relevant to a teacher's field of
9        certification.
10            (iii) Participating in study groups related to
11        student achievement, the Illinois Professional
12        Teaching Standards, or content-area standards.
13            (iv) Participating in work/learn programs or
14        internships.
15            (v) Developing a portfolio of students' and
16        teacher's work.
17        (E) Professional leadership experiences related to
18    improving a person's knowledge and skills as a teacher,
19    including all of the following:
20            (i) Participating in curriculum development or
21    assessment activities at the school, school district,
22    regional office of education, State, or national level.
23            (ii) Participating in team or department
24        leadership in a school or school district.
25            (iii) (Blank).
26            (iv) Publishing educational articles, columns, or

1        books relevant to a teacher's field of certification.
2            (v) Participating in non-strike related activities
3        of a professional association or labor organization
4        that are related to professional development.
5    (5) A person must complete the requirements of this
6subsection (c) before the expiration of his or her Initial
7Teaching Certificate and must submit assurance of having done
8so to the regional superintendent of schools or a local
9professional development committee authorized by the regional
10superintendent to submit recommendations to him or her for this
11purpose.
12    Within 30 days after receipt, the regional superintendent
13of schools shall review the assurance of completion submitted
14by a person and, based upon compliance with all of the
15requirements for receipt of a Standard Teaching Certificate,
16shall forward to the State Board of Education a recommendation
17for issuance of the Standard Certificate or non-issuance. The
18regional superintendent of schools shall notify the affected
19person if the recommendation is for non-issuance of the
20Standard Certificate. A person who is considered not to be
21eligible for a Standard Certificate and who has received the
22notice of non-issuance may appeal this determination to the
23Regional Professional Development Review Committee (RPDRC).
24The recommendation of the regional superintendent and the
25RPDRC, along with all supporting materials, must then be
26forwarded to the State Board of Education for a final

1determination.
2    Upon review of a regional superintendent of school's
3recommendations, the State Board of Education shall issue
4Standard Teaching Certificates to those who qualify and shall
5notify a person, in writing, of a decision denying a Standard
6Teaching Certificate. Any decision denying issuance of a
7Standard Teaching Certificate to a person may be appealed to
8the State Teacher Certification Board.
9    (6) The State Board of Education, in consultation with the
10State Teacher Certification Board, may adopt rules to implement
11this subsection (c) and may periodically evaluate any of the
12methods of qualifying for a Standard Teaching Certificate
13described in this subsection (c).
14    (7) The changes made to paragraphs (1) through (5) of this
15subsection (c) by this amendatory Act of the 93rd General
16Assembly shall apply to those persons who hold or are eligible
17to hold an Initial Certificate on or after the effective date
18of this amendatory Act of the 93rd General Assembly and shall
19be given effect upon their application for a Standard
20Certificate.
21    (8) Beginning July 1, 2004, persons who hold a Standard
22Certificate and have acquired one master's degree in an
23education-related field are eligible for certificate renewal
24upon completion of two-thirds of the continuing professional
25development units specified in subdivision (E) of paragraph (3)
26of subsection (e) of Section 21-14 of this Code. Persons who

1hold a Standard Certificate and have acquired a second master's
2degree, an education specialist, or a doctorate in an
3education-related field or hold a Master Certificate are
4eligible for certificate renewal upon completion of one-third
5of the continuing professional development units specified in
6subdivision (E) of paragraph (3) of subsection (e) of Section
721-14 of this Code.
8    (d) Master Certificate. Persons who have successfully
9achieved National Board certification through the National
10Board for Professional Teaching Standards shall be issued a
11Master Certificate, valid for 10 years and renewable thereafter
12every 10 years through compliance with requirements set forth
13by the State Board of Education, in consultation with the State
14Teacher Certification Board. Beginning on July 1, 2012,
15individuals holding a Master's Certificate in specific areas
16may work only in an area in which they have a comparable
17Illinois endorsement or only if the individual has an Illinois
18National Board for Professional Teaching Standards endorsement
19issued prior to June 30, 2012. A holder of a Master Certificate
20in an area of science or social science is eligible to teach in
21any of the subject areas within those fields, including those
22taught at the advanced level, as defined by the State Board of
23Education in consultation with the State Teacher Certification
24Board. A teacher who holds a Master Certificate shall be deemed
25to meet State certification renewal requirements in the area or
26areas for which he or she holds a Master Certificate for the

110-year term of the teacher's Master Certificate.
2    (e) This Section is repealed on June 30, 2013.

4    (105 ILCS 5/21B-20)
5    Sec. 21B-20. Types of licenses. Before July 1, 2013, the
6State Board of Education shall implement a system of educator
7licensure, whereby individuals employed in school districts
8who are required to be licensed must have one of the following
9licenses: (i) a professional educator license; (ii) a
10professional educator license with stipulations; or (iii) a
11substitute teaching license. References in law regarding
12individuals certified or certificated or required to be
13certified or certificated under Article 21 of this Code shall
14also include individuals licensed or required to be licensed
15under this Article. The first year of all licenses ends on June
1630 following one full year of the license being issued.
17    The State Board of Education, in consultation with the
18State Educator Preparation and Licensure Board, may adopt such
19rules as may be necessary to govern the requirements for
20licenses and endorsements under this Section.
21        (1) Professional Educator License. Persons who (i)
22    have successfully completed an approved educator
23    preparation program and are recommended for licensure by
24    the Illinois institution offering the educator preparation
25    program, (ii) have successfully completed the required

1    testing under Section 21B-30 of this Code, (iii) have
2    successfully completed coursework on the psychology of,
3    the identification of, and the methods of instruction for
4    the exceptional child, including without limitation the
5    learning disabled, (iv) have successfully completed
6    coursework in methods of reading and reading in the content
7    area, and (v) have met all other criteria established by
8    rule of the State Board of Education shall be issued a
9    Professional Educator License. All Professional Educator
10    Licenses are valid until June 30 immediately following 5
11    years of the license being issued. The Professional
12    Educator License shall be endorsed with specific areas and
13    grade levels in which the individual is eligible to
14    practice.
15        The requirement of student teaching under close and
16    competent supervision for obtaining a Professional
17    Educator License shall be waived by the State Educator
18    Preparation and Licensure Board upon presentation to the
19    Board by the teacher of evidence of 100 hours or more of
20    successful teaching experience on a valid substitute
21    certificate or valid substitute teaching license.
22        Individuals can receive subsequent endorsements on the
23    Professional Educator License. Subsequent endorsements
24    shall require a minimum of 24 semester hours of coursework
25    in the endorsement area, unless otherwise specified by
26    rule, and passage of the applicable content area test.

1        (2) Educator License with Stipulations. An Educator
2    License with Stipulations shall be issued an endorsement
3    that (i) is non-renewable, (ii) limits the license holder
4    to one particular position, or (iii) does not require
5    completion of an approved educator program or any
6    combination of items (i) through (iii) of this paragraph
7    (2).
8        An individual with an Educator License with
9    Stipulations must not be employed by a school district or
10    any other entity to replace any presently employed teacher
11    who otherwise would not be replaced for any reason.
12        An Educator License with Stipulations may be issued
13    with the following endorsements:
14            (A) Provisional educator. A provisional educator
15        endorsement in a specific content area or areas on an
16        Educator License with Stipulations may be issued to an
17        applicant who holds an educator license with a minimum
18        of 15 semester hours in content coursework from another
19        state, U.S. territory, or foreign country and who, at
20        the time of applying for an Illinois license, does not
21        meet the minimum requirements under Section 21B-35 of
22        this Code, but does, at a minimum, meet both of the
23        following requirements:
24                (i) Holds the equivalent of a minimum of a
25            bachelor's degree, unless a master's degree is
26            required for the endorsement, from a regionally

1            accredited college or university or, for
2            individuals educated in a country other than the
3            United States, the equivalent of a minimum of a
4            bachelor's degree issued in the United States,
5            unless a master's degree is required for the
6            endorsement.
7                (ii) Has passed a test of basic skills and
8            content area test, as required by Section 21B-30 of
9            this Code.
10    However, a provisional educator endorsement for principals
11    may not be issued, nor may any person with a provisional
12    educator endorsement serve as a principal in a public
13    school in this State. In addition, out-of-state applicants
14    shall not receive a provisional educator endorsement if the
15    person completed an alternative licensure program in
16    another state, unless the program has been determined to be
17    equivalent to Illinois program requirements.
18        A provisional educator endorsement is valid until June
19    30 immediately following 2 years of the license being
20    issued, during which time any remaining testing and
21    coursework deficiencies must be met. Failure to satisfy all
22    stated deficiencies shall mean the individual is
23    ineligible to receive a Professional Educator License at
24    that time. A provisional educator endorsement on an
25    Educator License with Stipulations shall not be renewed.
26            (B) Alternative provisional educator. An

1        alternative provisional educator endorsement on an
2        Educator License with Stipulations may be issued to an
3        applicant who, at the time of applying for the
4        endorsement, has done all of the following:
5                (i) Graduated from a regionally accredited
6            college or university with a minimum of a
7            bachelor's degree.
8                (ii) Successfully completed the first phase of
9            the Alternative Educator Licensure Program for
10            Teachers, as described in Section 21B-50 of this
11            Code.
12                (iii) Passed a test of basic skills and content
13            area test, as required under Section 21B-30 of this
14            Code.
15            The alternative provisional educator endorsement
16        is valid for 2 years of teaching and may be renewed for
17        a third year by an individual meeting the requirements
18        set forth in Section 21B-50 of this Code.
19            (C) Alternative provisional superintendent. An
20        alternative provisional superintendent endorsement on
21        an Educator License with Stipulations entitles the
22        holder to serve only as a superintendent or assistant
23        superintendent in a school district's central office.
24        This endorsement may only be issued to an applicant
25        who, at the time of applying for the endorsement, has
26        done all of the following:

1                (i) Graduated from a regionally accredited
2            college or university with a minimum of a master's
3            degree in a management field other than education.
4                (ii) Been employed for a period of at least 5
5            years in a management level position in a field
6            other than education.
7                (iii) Successfully completed the first phase
8            of an alternative route to superintendent
9            endorsement program, as provided in Section 21B-55
10            of this Code.
11                (iv) Passed a test of basic skills and content
12            area tests required under Section 21B-30 of this
13            Code.
14            The endorsement may be registered for 2 fiscal
15        years in order to complete one full year of serving as
16        a superintendent or assistant superintendent.
17            (D) Resident teacher endorsement. A resident
18        teacher endorsement on an Educator License with
19        Stipulations may be issued to an applicant who, at the
20        time of applying for the endorsement, has done all of
21        the following:
22                (i) Graduated from a regionally accredited
23            institution of higher education with a minimum of a
24            bachelor's degree.
25                (ii) Enrolled in an approved Illinois educator
26            preparation program.

1                (iii) Passed a test of basic skills and content
2            area test, as required under Section 21B-30 of this
3            Code.
4            The resident teacher endorsement on an Educator
5        License with Stipulations is valid for 4 years of
6        teaching and shall not be renewed.
7            A resident teacher may teach only under the
8        direction of a licensed teacher, who shall act as the
9        resident mentor teacher, and may not teach in place of
10        a licensed teacher. A resident teacher endorsement on
11        an Educator License with Stipulations shall no longer
12        be valid after June 30, 2017.
13            (E) Career and technical educator. A career and
14        technical educator endorsement on an Educator License
15        with Stipulations may be issued to an applicant who has
16        a minimum of 60 semester hours of coursework from a
17        regionally accredited institution of higher education,
18        has passed a test of basic skills required under
19        Section 21B-30 of this Code, and has a minimum of 2,000
20        hours of experience in the last 10 years outside of
21        education in each area to be taught.
22            The career and technical educator endorsement on
23        an Educator License with Stipulations is valid until
24        June 30 immediately following 5 years of the
25        endorsement being issued.
26            (F) Provisional career and technical educator. A

1        Provisional career and technical educator endorsement
2        on an Educator License with Stipulations may be issued
3        to an applicant who has a minimum of 8,000 hours of
4        work experience in the skill for which the applicant is
5        seeking the endorsement. It is the responsibility of
6        each employing school board and regional office of
7        education to provide verification, in writing, to the
8        State Superintendent of Education at the time the
9        application is submitted that no qualified teacher
10        holding a Professional Educator License or an Educator
11        License with Stipulations with a career and technical
12        educator endorsement is available and that actual
13        circumstances require such issuance.
14            The provisional career and technical educator
15        endorsement on an Educator License with Stipulations
16        is valid until June 30 immediately following 5 years of
17        the endorsement being issued and may be renewed only
18        one time for 5 years if the individual passes a test of
19        basic skills, as required under Section 21B-30 of this
20        Code, and has completed a minimum of 20 semester hours
21        from a regionally accredited institution.
22            (G) Transitional bilingual educator. A
23        transitional bilingual educator endorsement on an
24        Educator License with Stipulations may be issued for
25        the purpose of providing instruction in accordance
26        with Article 14C of this Code to an applicant who

1        provides satisfactory evidence that he or she meets all
2        of the following requirements:
3                (i) Possesses adequate speaking, reading, and
4            writing ability in the language other than English
5            in which transitional bilingual education is
6            offered.
7                (ii) Has the ability to successfully
8            communicate in English.
9                (iii) Either possessed, within 5 years
10            previous to his or her applying for a transitional
11            bilingual educator endorsement, a valid and
12            comparable teaching certificate or comparable
13            authorization issued by a foreign country or holds
14            a degree from an institution of higher learning in
15            a foreign country that the State Educator
16            Preparation and Licensure Board determines to be
17            the equivalent of a bachelor's degree from a
18            regionally accredited institution of higher
19            learning in the United States.
20            A transitional bilingual educator endorsement
21        shall be valid for prekindergarten through grade 12, is
22        valid until June 30 immediately following 5 years of
23        the endorsement being issued, and shall not be renewed.
24            Persons holding a transitional bilingual educator
25        endorsement shall not be employed to replace any
26        presently employed teacher who otherwise would not be

1        replaced for any reason.
2            (H) Language endorsement. In an effort to
3        alleviate the shortage of teachers speaking a language
4        other than English in the public schools, an individual
5        who holds an Educator License with Stipulations may
6        also apply for a language endorsement, provided that
7        the applicant provides satisfactory evidence that he
8        or she meets all of the following requirements:
9                (i) Holds a transitional bilingual
10            endorsement.
11                (ii) Has demonstrated proficiency in the
12            language for which the endorsement is to be issued
13            by passing the applicable language content test
14            required by the State Board of Education.
15                (iii) Holds a bachelor's degree or higher from
16            a regionally accredited institution of higher
17            education or, for individuals educated in a
18            country other than the United States, holds a
19            degree from an institution of higher learning in a
20            foreign country that the State Educator
21            Preparation and Licensure Board determines to be
22            the equivalent of a bachelor's degree from a
23            regionally accredited institution of higher
24            learning in the United States.
25                (iv) Has passed a test of basic skills, as
26            required under Section 21B-30 of this Code.

1            A language endorsement on an Educator License with
2        Stipulations is valid for prekindergarten through
3        grade 12 for the same validity period as the
4        individual's transitional bilingual educator
5        endorsement on the Educator License with Stipulations
6        and shall not be renewed.
7            (I) Visiting international educator. A visiting
8        international educator endorsement on an Educator
9        License with Stipulations may be issued to an
10        individual who is being recruited by a particular
11        school district that conducts formal recruitment
12        programs outside of the United States to secure the
13        services of qualified teachers and who meets all of the
14        following requirements:
15                (i) Holds the equivalent of a minimum of a
16            bachelor's degree issued in the United States.
17                (ii) Has been prepared as a teacher at the
18            grade level for which he or she will be employed.
19                (iii) Has adequate content knowledge in the
20            subject to be taught.
21                (iv) Has an adequate command of the English
22            language.
23            A holder of a visiting international educator
24        endorsement on an Educator License with Stipulations
25        shall be permitted to teach in bilingual education
26        programs in the language that was the medium of

1        instruction in his or her teacher preparation program,
2        provided that he or she passes the English Language
3        Proficiency Examination or another test of writing
4        skills in English identified by the State Board of
5        Education, in consultation with the State Educator
6        Preparation and Licensure Board.
7            A visiting international educator endorsement on
8        an Educator License with Stipulations is valid for 3
9        years and shall not be renewed.
10            (J) Paraprofessional educator. A paraprofessional
11        educator endorsement on an Educator License with
12        Stipulations may be issued to an applicant who holds a
13        high school diploma or its recognized equivalent and
14        either holds an associate's degree or a minimum of 60
15        semester hours of credit from a regionally accredited
16        institution of higher education or has passed a test of
17        basic skills required under Section 21B-30 of this
18        Code. The paraprofessional educator endorsement is
19        valid until June 30 immediately following 5 years of
20        the endorsement being issued and may be renewed through
21        application and payment of the appropriate fee, as
22        required under Section 21B-40 of this Code. An
23        individual who holds only a paraprofessional educator
24        endorsement is not subject to additional requirements
25        in order to renew the endorsement.
26        (3) Substitute Teaching License. A Substitute Teaching

1    License may be issued to qualified applicants for
2    substitute teaching in all grades of the public schools,
3    prekindergarten through grade 12. Substitute Teaching
4    Licenses are not eligible for endorsements. Applicants for
5    a Substitute Teaching License must hold a bachelor's degree
6    or higher from a regionally accredited institution of
7    higher education.
8        Substitute Teaching Licenses are valid for 5 years and
9    may be renewed if the individual has passed a test of basic
10    skills, as authorized under Section 21B-30 of this Code. An
11    individual who has passed a test of basic skills for the
12    first licensure renewal is not required to retake the test
13    again for further renewals.
14        Substitute Teaching Licenses are valid for substitute
15    teaching in every county of this State. If an individual
16    has had his or her Professional Educator License or
17    Educator License with Stipulations suspended or revoked or
18    has not met the renewal requirements for licensure, then
19    that individual is not eligible to obtain a Substitute
20    Teaching License.
21        A substitute teacher may only teach in the place of a
22    licensed teacher who is under contract with the employing
23    board. If, however, there is no licensed teacher under
24    contract because of an emergency situation, then a district
25    may employ a substitute teacher for no longer than 30
26    calendar days per each vacant position in the district if

1    the district notifies the appropriate regional office of
2    education within 5 business days after the employment of
3    the substitute teacher in the emergency situation. An
4    emergency situation is one in which an unforeseen vacancy
5    has occurred and (i) a teacher is unable to fulfill his or
6    her contractual duties or (ii) teacher capacity needs of
7    the district exceed previous indications, and the district
8    is actively engaged in advertising to hire a fully licensed
9    teacher for the vacant position.
10        There is no limit on the number of days that a
11    substitute teacher may teach in a single school district,
12    provided that no substitute teacher may teach for longer
13    than 90 school days for any one licensed teacher under
14    contract in the same school year. A substitute teacher who
15    holds a Professional Educator License or Educator License
16    with Stipulations shall not teach for more than 120 school
17    days for any one licensed teacher under contract in the
18    same school year. The limitations in this paragraph (3) on
19    the number of days a substitute teacher may be employed do
20    not apply to any school district operating under Article 34
21    of this Code.

23    Section 99. Effective date. This Act takes effect upon
