    Amends the Firearm Owners Identification Card Act. Denies home rule powers relating to permits and licenses for firearms. Effective immediately.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Firearm Owners Identification Card Act is
5amended by changing Section 13.1 as follows:
 
6    (430 ILCS 65/13.1)  (from Ch. 38, par. 83-13.1)
7    Sec. 13.1. It is unlawful for any unit of local government,
8including a home rule unit of government, to require any person
9to obtain any permit or license, other than a Firearm Owner's
10Identification Card, in order to own or possess a firearm for
11his or her personal use. It is declared to be the policy of
12this State that the regulation of the right to own or possess a
13firearm is an exclusive power and function of the State. A home
14rule unit may not regulate the ownership or possession of
15firearms. This Section is a denial and limitation of home rule
16powers and functions under subsection (h) of Section 6 of
17Article VII of the Illinois Constitution. The provisions of any
18ordinance enacted by any municipality which requires
19registration or imposes greater restrictions or limitations on
20the acquisition, possession and transfer of firearms than are
21imposed by this Act, are not invalidated or affected by this
22Act.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
