SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699 new

    Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Illinois State Police Memorial Park license plates. Creates the Illinois State Police Memorial Park Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Illinois State Police Memorial Park Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois State Police Memorial Park Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the State Police Memorial Park Fund shall be paid as grants to the Illinois State Police Heritage Foundation, Inc. for specified purposes. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.811 as follows:
 
6    (30 ILCS 105/5.811 new)
7    Sec. 5.811. The Illinois State Police Memorial Park Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699 as follows:
 
10    (625 ILCS 5/3-699 new)
11    Sec. 3-699. Illinois State Police Memorial Park license
12plates.
13    (a) The Secretary, upon receipt of an application made in
14the form prescribed by the Secretary of State, may issue
15special registration plates designated as Illinois State
16Police Memorial Park license plates. The special plates issued
17under this Section shall be affixed only to passenger vehicles
18of the first division or motor vehicles of the second division
19weighing not more than 8,000 pounds. Plates issued under this
20Section shall expire according to the multi-year procedure
21established by Section 3-414.1 of this Code.

1    (b) The design and color of the plates shall be wholly
2within the discretion of the Secretary of State. The Secretary
3may, in his or her discretion, allow the plates to be issued as
4vanity or personalized plates in accordance with Section
53-405.1 of this Code. The Secretary shall prescribe stickers or
6decals as provided under Section 3-412 of this Code.
7    (c) An applicant shall be charged a $25 fee for original
8issuance in addition to the appropriate registration fee, if
9applicable. Of this fee, $10 shall be deposited into the
10Illinois State Police Memorial Park Fund and $15 shall be
11deposited into the Secretary of State Special License Plate
12Fund. For each registration renewal period, a $25 fee, in
13addition to the appropriate registration fee, shall be charged.
14Of this fee, $23 shall be deposited into the Illinois State
15Police Memorial Park Fund and $2 shall be deposited into the
16Secretary of State Special License Plate Fund.
17    (d) The Illinois State Police Memorial Park Fund is created
18as a special fund in the State treasury. All moneys in the
19Illinois State Police Memorial Park Fund shall be paid, subject
20to appropriation by the General Assembly and approval by the
21Secretary, as grants to the Illinois State Police Heritage
22Foundation, Inc. for building and maintaining a memorial and
23park, holding an annual memorial commemoration, giving
24scholarships to children of State police officers killed or
25catastrophically injured in the line of duty, and providing
26financial assistance to police officers and their families when

1a police officer is killed or injured in the line of duty.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
