AMENDMENT TO HOUSE BILL 4510

2    AMENDMENT NO. ______. Amend House Bill 4510 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Employment Records Act is amended by
5changing Section 20 as follows:
 
6    (5 ILCS 410/20)
7    Sec. 20. Reports. State agencies shall collect, classify,
8maintain, and report all information required by this Act on a
9fiscal year basis. Agencies shall file, as public information
10and by January 1, 1993 and each year thereafter, a copy of all
11reports required by this Act with the Office of the Secretary
12of State, and shall submit an annual report to the Governor.
13     Each agency's annual report shall include a description of
14the agency's activities in implementing the State Hispanic
15Employment Plan, the State Asian-American Employment Plan, and
16the bilingual employment plan in accordance with the reporting

1requirements developed by the Department of Central Management
2Services pursuant to Section 405-125 of the Civil
3Administrative Code.
4    In addition to submitting the agency work force report,
5each executive branch constitutional officer, each institution
6of higher education under the jurisdiction of the Illinois
7Board of Higher Education, each community college under the
8jurisdiction of the Illinois Community College Board, and the
9Illinois Toll Highway Authority shall report to the General
10Assembly by February 1 of each year its activities implementing
11strategies and programs, and its progress, in the hiring and
12promotion of Hispanics, Asian-Americans, and bilingual persons
13at supervisory, technical, professional, and managerial
14levels, including assessments of bilingual service needs and
15information received from the Auditor General pursuant to its
16periodic review responsibilities.

18    Section 10. The Department of Central Management Services
19Law of the Civil Administrative Code of Illinois is amended by
20changing Sections 405-120 and 405-125 as follows:
 
21    (20 ILCS 405/405-120)  (was 20 ILCS 405/67.29)
22    Sec. 405-120. Hispanic and bilingual employees. The
23Department shall develop and implement plans to increase the
24number of Hispanics employed by State government and the number

1of bilingual persons employed in State government at
2supervisory, technical, professional, and managerial levels.
3    The Department shall prepare and revise annually a State
4Hispanic Employment Plan and a State Asian-American Employment
5Plan in consultation with individuals and organizations
6informed on these subjects this subject. The Department shall
7report to the General Assembly by February 1 of each year each
8State agency's activities in implementing the State Hispanic
9Employment Plan and the State Asian-American Employment Plan.

12    Sec. 405-125. State agency affirmative action and equal
13employment opportunity goals. Each State agency shall
14implement strategies and programs in accordance with the State
15Hispanic Employment Plan and the State Asian-American
16Employment Plan to increase the number of Hispanics employed by
17the State, the number of Asian-Americans employed by the State,
18and the number of bilingual persons employed by the State at
19supervisory, technical, professional, and managerial levels.
20Each State agency shall report annually to the Department and
21the Department of Human Rights, in a format prescribed by the
22Department, all of the agency's activities in implementing the
23State Hispanic Employment Plan and the State Asian-American
24Employment Plan. Each agency's annual report shall include
25reports or information related to the agency's Hispanic,

1Asian-American, and bilingual employment strategies and
2programs that the agency has received from the Illinois
3Department of Human Rights, the Department of Central
4Management Services, or the Auditor General, pursuant to their
5periodic review responsibilities; findings made by the
6Governor in his or her report to the General Assembly;
7assessments of bilingual service needs based upon the agency's
8service populations; information on the agency's studies and
9monitoring success concerning the number of Hispanics,
10Asian-Americans, and bilingual persons employed by the agency
11at the supervisory, technical, professional, and managerial
12levels and any increases in those categories from the prior
13year; and information concerning the agency's Hispanic,
14Asian-American, and bilingual employment budget allocations.
15The Department shall assist State agencies required to
16establish preparation and promotion training programs under
17subsection (H) of Section 7-105 of the Illinois Human Rights
18Act for failure to meet their affirmative action and equal
19employment opportunity goals. The Department shall survey
20State agencies to identify effective existing training
21programs and shall serve as a resource to other State agencies.
22The Department shall assist agencies in the development and
23modification of training programs to enable them to meet their
24affirmative action and equal employment opportunity goals and
25shall provide information regarding other existing training
26and educational resources, such as the Upward Mobility Program,

1the Illinois Institute for Training and Development, the
2Central Management Services Training Center, Executive
3Recruitment Internships, and Graduate Public Service
4Internships.
