SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.809 new
625 ILCS 5/3-699 new

    Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Support Illinois Carry license plates. Creates the Support Illinois Carry Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Support Illinois Carry Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Support Illinois Carry Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Support Illinois Carry Fund shall be paid as grants to the Illinois State Rifle Association Legal Assistance Committee, Ltd., for promoting concealed carry in Illinois.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.809 as follows:
 
6    (30 ILCS 105/5.809 new)
7    Sec. 5.809. The Support Illinois Carry Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699 as follows:
 
10    (625 ILCS 5/3-699 new)
11    Sec. 3-699. Support Illinois Carry license plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary, may
14issue special registration plates designated as Support
15Illinois Carry license plates. The special plates issued under
16this Section shall be affixed only to passenger vehicles of the
17first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary. The Secretary
2may, in his or her discretion, allow the plates to be issued as
3vanity or personalized plates in accordance with Section
43-405.1 of this Code. The plates are not required to designate
5"Land of Lincoln", as prescribed in subsection (b) of Section
63-412 of this Code. The Secretary, in his or her discretion,
7shall approve and prescribe stickers or decals as provided
8under Section 3-412.
9    (c) An applicant for the special plate shall be charged a
10$40 fee for original issuance in addition to the appropriate
11registration fee. Of this fee, $25 shall be deposited into the
12Support Illinois Carry Fund and $15 shall be deposited into the
13Secretary of State Special License Plate Fund, to be used by
14the Secretary to help defray the administrative processing
15costs.
16    For each registration renewal period, a $27 fee, in
17addition to the appropriate registration fee, shall be charged.
18Of this fee, $25 shall be deposited into the Support Illinois
19Carry Fund and $2 shall be deposited into the Secretary of
20State Special License Plate Fund.
21    (d) The Support Illinois Carry Fund is created as a special
22fund in the State treasury. All money in the Support Illinois
23Carry Fund shall be paid, subject to appropriation by the
24General Assembly and distribution by the Secretary, as grants
25to the Illinois State Rifle Association Legal Assistance
26Committee, Ltd., for promoting concealed carry in Illinois.
