1    AN ACT concerning service dogs.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
514-6.02 as follows:
 
6    (105 ILCS 5/14-6.02)  (from Ch. 122, par. 14-6.02)
7    Sec. 14-6.02. Service animals. Service animals such as
8guide dogs, signal dogs or any other animal individually
9trained to perform tasks for the benefit of a student with a
10disability shall be permitted to accompany that student at all
11school functions, whether in or outside the classroom. For
12purposes of this Section, "service animal" includes, but is not
13limited to an animal trained or is being trained as: a hearing
14animal; a guide animal; an assistance animal; a seizure alert
15animal; a mobility animal; a psychiatric service animal; or an
16autism service animal.

18    Section 10. The Guide Dog Access Act is amended by changing
19the title of the Act and Sections 0.01 and 1 as follows:

3    Sec. 0.01. Short title. This Act may be cited as the
4Service Guide Dog Access Act.

7    Sec. 1. When a blind, hearing impaired, or physically
8handicapped person, mobility impaired person, a person with a
9psychiatric condition, or a person who is subject to epilepsy
10or other seizure disorders, or a person diagnosed with an
11autism spectrum disorder is accompanied by a dog which serves
12as a guide, leader, seizure-alert, or seizure-response,
13mobility animal, a psychiatric service animal, or autism
14service dog for such person or when a trainer of a guide,
15leader, seizure-alert, or seizure-response, mobility animal; a
16psychiatric service animal, or autism service dog is
17accompanied by a guide, leader, seizure-alert, or
18seizure-response dog, mobility animal, psychiatric service, or
19autism service dog or a dog that is being trained to be a
20guide, leader, seizure-alert, or seizure-response dog,
21mobility, psychiatric service, or autism service dog, neither
22the person nor the dog shall be denied the right of entry and
23use of facilities of any public place of accommodation as
24defined in Section 5-101 of the "Illinois Human Rights Act", if

1such dog is wearing a harness, backpack, or vest identifying
2the dog as a trained service dog and such person presents
3credentials for inspection issued by a school for training
4guide, leader, seizure-alert, or seizure-response, or autism
5service dogs.
6    Any violation of this Act is a Class C misdemeanor.
