SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1010 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall cause to be established an easily accessible online database for the purpose of compiling research expertise, intellectual property, and ongoing sponsored research projects at academic institutions across the State.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1010 as follows:
 
7    (20 ILCS 605/605-1010 new)
8    Sec. 605-1010. Illinois Research Network.
9    (a) There is created the Illinois Research Network. The
10Illinois Research Network is intended to: provide broad and
11rapid access to information about research capabilities and
12scholarly interests; encourage the use of existing Illinois
13faculty and federal research laboratory resources to address
14local, State, and national needs; link the Illinois academic
15and research laboratory communities into the technology and the
16economic development efforts of the executive branch of State
17government and other State and local agencies; enhance
18communication and cooperation within the Illinois academic and
19research laboratory communities and between these communities
20and statewide audiences, particularly business, government,
21education, and the general public; and link the Illinois
22academic and federal research lab communities into the Illinois
23small and large business market.

1    (b) Subject to appropriation, the Department shall cause to
2be established an easily accessible online database for the
3purpose of compiling research expertise, intellectual
4property, and ongoing sponsored research projects at academic
5institutions across the State. The Department may make grants
6to Illinois university faculty to create, develop, and
7implement the database. The database shall be updated by
8university faculty and department heads with current
9information, including biographical information, faculty
10research areas, project data, grant information, available
11technologies, and links to publications.
