SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Electric Vehicle Adoption Act. Authorizes the Governor to appoint an Electric Vehicle Coordinator for the State of Illinois who will act as the point person for electric vehicle related policies and activities in the State. Creates the Illinois Electric Vehicle Advisory Council to investigate and recommend strategies that the Governor and the General Assembly may implement to promote the use of electric vehicles, including, but not limited to, potential infrastructure improvements, State and local regulatory streamlining, and changes to electric utility rates and tariffs. Specifies the composition of the Council. Defines "Coordinator", "Council", and "electric vehicle". Effective immediately.

1    AN ACT concerning electric vehicles.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Electric Vehicle Adoption Act.
 
6    Section 5. Findings. The General Assembly finds that the
7adoption and use of electric vehicles would benefit the State
8of Illinois by (i) improving the health and environmental
9quality of the residents of Illinois through reduced pollution,
10(ii) reducing the operating costs of vehicle transportation,
11and (iii) shifting the demand for imported petroleum to locally
12produced electricity.
 
13    Section 10. Definitions.
14    "Coordinator" means the Electric Vehicle Coordinator
15created in Section 20.
16    "Council" means the Electric Vehicle Advisory Council
17created in Section 25.
18    "Electric vehicle" means (i) a battery-powered electric
19vehicle operated solely by electricity or (ii) a plug-in hybrid
20electric vehicle that operates on electricity and gasoline and
21has a battery that can be recharged from an external source.

1    Section 15. Electric Vehicle Coordinator. The Governor
2shall appoint a person within the Office of the Governor to
3serve as the Electric Vehicle Coordinator for the State of
4Illinois. This person may be an existing employee with other
5duties. The Coordinator shall act as a point person for
6electric vehicle related policies and activities in Illinois.
 
7    Section 20. Electric vehicle advisory council.
8    (a) There is created the Illinois Electric Vehicle Advisory
9Council. The Council shall investigate and recommend
10strategies that the Governor and the General Assembly may
11implement to promote the use of electric vehicles, including,
12but not limited to, potential infrastructure improvements,
13State and local regulatory streamlining, and changes to
14electric utility rates and tariffs.
15    (b) The Council shall include all of the following members:
16        (1) The Electric Vehicle Coordinator to serve as
17    chairperson.
18        (2) Four members of the General Assembly, one appointed
19    by the Speaker of the House of Representatives, one
20    appointed by the Minority Leader of the House of
21    Representatives, one appointed by the President of the
22    Senate, and one appointed by the Minority Leader of the
23    Senate.
24        (3) The Director of Commerce and Economic Opportunity
25    or his or her designee.

1        (4) The Director of the Environmental Protection
2    Agency or his or her designee.
3        (5) Nine at-large members appointed by the Governor as
4    follows:
5            (A) two representatives of statewide environmental
6        organizations;
7            (B) two representatives of national or regional
8        environmental organizations;
9            (C) one representative of a nonprofit car-sharing
10        organization;
11            (D) two representatives of automobile
12        manufacturers;
13            (E) one representative of the City of Chicago; and
14            (F) one representative of an electric utility.
 
15    Section 99. Effective date. This Act takes effect upon
16becoming law.
