SYNOPSIS AS INTRODUCED:
 
20 ILCS 1705/18.6 new

    Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Mental Health and Developmental Disabilities Services Strategic Planning Task Force for the purpose of developing a five-year comprehensive strategic plan for the State's mental health services. Provides that the plan shall address certain issues impacting mental health and developmental disabilities services including reducing regulatory redundancy, improving access to care, and maintaining financial viability for providers that is cost neutral or saves the State money. Contains provisions concerning the composition of the Task Force; appointments; compensation; and reporting requirements. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Mental Health and Developmental
5Disabilities Administrative Act is amended by adding Section
618.6 as follows:
 
7    (20 ILCS 1705/18.6 new)
8    Sec. 18.6. Mental Health and Developmental Disabilities
9Services Strategic Planning Task Force.
10    (a) Task Force. The Mental Health and Developmental
11Disabilities Services Strategic Planning Task Force is
12created.
13    (b) Meeting. The Task Force shall be appointed and hold its
14first meeting within 90 days after the effective date of this
15amendatory Act of the 97th General Assembly.
16    (c) Composition. The Task Force shall be comprised of the
17following members:
18        (1) Three members of the Senate appointed by the
19    President of the Senate and three members of the Senate
20    appointed by the Minority Leader of the Senate.
21        (2) Three members of the House of Representatives
22    appointed by the Speaker of the House of Representatives
23    and three members of the House of Representatives appointed

1    by the Minority Leader of the House of Representatives.
2        (3) Four members appointed by the Governor as follows:
3            (A) One representative of the Division of Mental
4        Health within the Department of Human Services.
5            (B) One representative of mental health providers
6        and stakeholders.
7            (C) One representative of consumers of mental
8        health services.
9            (D) One representative of consumers of
10        developmental disabilities services.
11    (d) Duty. The Task Force shall meet with the Office of the
12Governor and the appropriate legislative committees on mental
13health and developmental disabilities to develop a five-year
14comprehensive strategic plan for the State's mental health and
15developmental disabilities services. The plan shall address
16the following topics:
17            (1) Reducing regulatory redundancy.
18            (2) Improving access to care.
19            (3) Efficiency and clinical outcomes.
20            (4) Rebalancing away from institutional care to
21        community-based care.
22            (5) Less costly care.
23            (6) Maintaining financial viability for providers
24        that is cost neutral or saves the State money.
25    (e) Compensation. Members of the Task Force shall serve
26without compensation, but may be reimbursed for necessary

1expenses incurred in performing duties associated with the Task
2Force.
3    (f) Reporting. The Task Force shall present its plan to the
4Governor and the General Assembly no later than 18 months after
5the effective date of this amendatory Act of the 97th General
6Assembly.
7    (g) Administrative support. The Department of Human
8Services shall provide administrative and staff support to the
9Task Force.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
