SYNOPSIS AS INTRODUCED:
 
New Act
30 ILCS 805/8.35 new

    Creates the American-Assembled Vehicles Act. Defines "taxing body" to mean the State of Illinois and its officers and agencies, units of local government, community college districts, and school districts. Provides that any taxing body purchasing or leasing vehicles on or after the effective date of the Act must purchase or lease vehicles whose final assembly occurred in the United States and must give preference to vehicles whose final assembly occurred in Illinois. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

1    AN ACT concerning government vehicles.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short Title. This Act may be cited as the
5American-Assembled Vehicles Act.
 
6    Section 5. Definitions. In this Act:
7    "Taxing body" means the State of Illinois and its officers
8and agencies, units of local government, community college
9districts, and school districts.
 
10    Section 10. American-assembled vehicles. Each taxing body
11purchasing or leasing vehicles on or after the effective date
12of this Act must purchase or lease vehicles whose final
13assembly occurred in the United States and must give preference
14to vehicles whose final assembly occurred in Illinois.
 
15    Section 15. Home rule units. A home rule unit may not
16regulate the purchase or lease of vehicles in a manner less
17restrictive than as provided in this Act. This Section is a
18limitation under subsection (i) of Section 6 of Article VII of
19the Illinois Constitution on the concurrent exercise by home
20rule units of powers and functions exercised by the State.

1    Section 95. The State Mandates Act is amended by adding
2Section 8.35 as follows:
 
3    (30 ILCS 805/8.35 new)
4    Sec. 8.35. Exempt mandate. Notwithstanding Sections 6 and 8
5of this Act, no reimbursement by the State is required for the
6implementation of any mandate created by the
7American-Assembled Vehicles Act.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
