AMENDMENT TO HOUSE BILL 1262

2    AMENDMENT NO. ______. Amend House Bill 1262, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. If and only if Senate Bill 1849 of the 97th
6General Assembly becomes law in its enrolled form, the
7Riverboat Gambling Act is amended by changing Section 2 and by
8adding Section 13.2 as follows:
 
9    (230 ILCS 10/2)  (from Ch. 120, par. 2402)
10    Sec. 2. Legislative Intent.
11    (a) This Act is intended to benefit the people of the State
12of Illinois by assisting economic development, and promoting
13Illinois tourism and agriculture, assisting conservation and
14forestry programs, funding programs that assist the people of
15the State of Illinois during difficult economic conditions, and
16by increasing the amount of revenues available to the State to

1assist and support education, and by supporting programs that
2enhance the beauty of the State and its parks, rivers, forest
3preserves, and botanic gardens.
4    (b) While authorization of riverboat gambling will enhance
5investment, beautification, development and tourism in
6Illinois, it is recognized that it will do so successfully only
7if public confidence and trust in the credibility and integrity
8of the gambling operations and the regulatory process is
9maintained. Therefore, regulatory provisions of this Act are
10designed to strictly regulate the facilities, persons,
11associations and practices related to gambling operations
12pursuant to the police powers of the State, including
13comprehensive law enforcement supervision.
14    (c) The Illinois Gaming Board established under this Act
15should, as soon as possible, inform each applicant for an
16owners license of the Board's intent to grant or deny a
17license.

19    (230 ILCS 10/13.2 new)
20    Sec. 13.2. Wagering tax; additional distributions.
21    (a) Beginning on the effective date of this amendatory Act
22of the 97th General Assembly, from the tax revenue deposited in
23the State Gaming Fund under Section 13, $150,000 shall be paid
24annually to a county forest preserve district for the
25maintenance of a botanic garden that was created by Section 43

1of the Cook County Forest Preserve District Act.
2    (b) Beginning on the effective date of this amendatory Act
3of the 97th General Assembly, from the tax revenue deposited in
4the State Gaming Fund from electronic gaming under Section 13,
5(i) $10,000,000 shall be deposited annually into the Partners
6for Conservation Fund for grants to soil and water conservation
7districts, (ii) $1,000,000 shall be deposited annually into the
8Illinois Forestry Development Fund for costs associated with
9the CREP Forestry Assistance Program, (iii) $2,500,000 shall be
10deposited annually into the Illinois Historic Sites Fund for
11costs associated with the State's historic sites, (iv)
12$2,500,000 shall be deposited annually into the Park and
13Conservation Fund for costs associated with the State's state
14parks, and (v) $4,000,000 shall be deposited annually into the
15State Cooperative Service Trust Fund for grants to the State's
16cooperative extensions. Deposits made pursuant to this
17subsection (b) shall supplement, and not supplant, other State
18funding for these purposes.
19    (c) Beginning on the effective date of this amendatory Act
20of the 97th General Assembly and ending July 1, 2014, from the
21tax revenue deposited in the State Gaming Fund under Section
2213, $2,000,000 shall be deposited annually into the Foreclosure
23Prevention Program Fund.".
