AMENDMENT TO HOUSE BILL 605

2    AMENDMENT NO. ______. Amend House Bill 605 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Sections
510-17a and 34-88 as follows:
 
6    (105 ILCS 5/10-17a)  (from Ch. 122, par. 10-17a)
7    Sec. 10-17a. State, school district, and school report
8cards Better schools accountability.
9    (1) By October 31, 2013 and October 31 of each subsequent
10school year, the State Board of Education, through the State
11Superintendent of Education, shall prepare a State report card,
12school district report cards, and school report cards, and
13shall by the most economic means provide to Policy and Purpose.
14It shall be the policy of the State of Illinois that each
15school district in this State, including special charter
16districts and districts subject to the provisions of Article

134, the report cards for the shall submit to parents, taxpayers
2of such district, the Governor, the General Assembly, and the
3State Board of Education a school district and each of its
4schools report card assessing the performance of its schools
5and students.
6    (2) In addition to any information required by federal law,
7the State Superintendent shall determine the indicators and
8presentation of the school report card, which must include, at
9a minimum, the most current data possessed by the State Board
10of Education related to the following:
11        (A) school characteristics and student demographics,
12    including average class size, average teaching experience,
13    student racial/ethnic breakdown, and the percentage of
14    students classified as low-income; the percentage of
15    students classified as limited English proficiency; the
16    percentage of students who have individualized education
17    plans or 504 plans that provide for special education
18    services; the percentage of students who annually
19    transferred in or out of the school district; the per-pupil
20    operating expenditure of the school district; and the
21    per-pupil State average operating expenditure for the
22    district type (elementary, high school, or unit);
23        (B) curriculum information, including, where
24    applicable, Advanced Placement, International
25    Baccalaureate or equivalent courses, dual enrollment
26    courses, foreign language classes, school personnel

1    resources (including Career Technical Education teachers),
2    before and after school programs, extracurricular
3    activities, subjects in which elective classes are
4    offered, health and wellness initiatives (including the
5    average number of days of Physical Education per week per
6    student), approved programs of study, awards received,
7    community partnerships, and special programs such as
8    programming for the gifted and talented, students with
9    disabilities, and work-study students;
10        (C) student outcomes, including, where applicable, the
11    percentage of students meeting as well as exceeding State
12    standards on assessments, the percentage of students in the
13    eighth grade who pass Algebra, the percentage of students
14    enrolled in post-secondary institutions (including
15    colleges, universities, community colleges,
16    trade/vocational schools, and training programs leading to
17    career certification within 2 semesters of high school
18    graduation), the percentage of students graduating from
19    high school who are college ready, the percentage of
20    students graduating from high school who are career ready,
21    and the percentage of graduates enrolled in community
22    colleges, colleges, and universities who are in one or more
23    courses that the community college, college, or university
24    identifies as a remedial course;
25        (D) student progress, including, where applicable, the
26    percentage of students in the ninth grade who have earned 5

1    credits or more without failing more than one core class, a
2    measure of students entering kindergarten ready to learn, a
3    measure of growth, and the percentage of students who enter
4    high school on track for college and career readiness; and
5        (E) the school environment, including, where
6    applicable, the percentage of students with less than 10
7    absences in a school year, the percentage of teachers with
8    less than 10 absences in a school year for reasons other
9    than professional development, leaves taken pursuant to
10    the federal Family Medical Leave Act of 1993, long-term
11    disability, or parental leaves, the 3-year average of the
12    percentage of teachers returning to the school from the
13    previous year, the number of different principals at the
14    school in the last 6 years, 2 or more indicators from any
15    school climate survey developed by the State and
16    administered pursuant to Section 2-3.153 of this Code, and
17    the combined percentage of teachers rated as proficient or
18    excellent in their most recent evaluation.
19    The school report card shall also be an index of school
20performance measured against statewide and local standards and
21will provide information that allows for comparing the current
22outcome, progress, and environment data to the State average,
23to the school data from the past 5 years, and to the outcomes,
24progress, and environment of similar schools based on the type
25of school and enrollment of low-income, special education, and
26limited English proficiency students to make prior year

1comparisons and to set future year targets through the school
2improvement plan.
3    (3) At the discretion of the State Superintendent, the
4school district report card shall include a subset of the
5information identified in paragraphs (A) through (E) of
6subsection (2) of this Section, as well as information relating
7to the operating expense per pupil and other finances of the
8school district, and the State report card shall include a
9subset of the information identified in paragraphs (A) through
10(E) of subsections (2) of this Section.
11    (4) Notwithstanding anything to the contrary in this
12Section, in consultation with key education stakeholders, the
13State Superintendent shall at any time have the discretion to
14amend or update any and all metrics on the school, district, or
15State report card.
16    (2) Reporting Requirements. Each school district shall
17prepare a report card in accordance with the guidelines set
18forth in this Section which describes the performance of its
19students by school attendance centers and by district and the
20district's financial resources and use of financial resources.
21    (5) Annually, no more than 30 calendar days after receipt
22of the school district and school report cards from the State
23Superintendent of Education, each school district, including
24special charter districts and districts subject to the
25provisions of Article 34, shall present such Such report cards
26card shall be presented at a regular school board meeting

1subject to applicable notice requirements, post the report
2cards posted on the school district's Internet web site, if the
3district maintains an Internet web site, make the report cards
4made available to a newspaper of general circulation serving
5the district, and, upon request, send the report cards sent
6home to a parent (unless the district does not maintain an
7Internet web site, in which case the report card shall be sent
8home to parents without request). If the district posts the
9report card on its Internet web site, the district shall send a
10written notice home to parents stating (i) that the report card
11is available on the web site, (ii) the address of the web site,
12(iii) that a printed copy of the report card will be sent to
13parents upon request, and (iv) the telephone number that
14parents may call to request a printed copy of the report card.
15In addition, each school district shall submit the completed
16report card to the office of the district's Regional
17Superintendent which shall make copies available to any
18individuals requesting them.
19    The report card shall be completed and disseminated prior
20to October 31 in each school year. The report card shall
21contain, but not be limited to, actual local school attendance
22center, school district and statewide data indicating the
23present performance of the school, the State norms and the
24areas for planned improvement for the school and school
25district.
26    (3) (a) The report card shall include the following

1applicable indicators of attendance center, district, and
2statewide student performance: percent of students who exceed,
3meet, or do not meet standards established by the State Board
4of Education pursuant to Section 2-3.25a; composite and subtest
5means on nationally normed achievement tests for college bound
6students; student attendance rates; chronic truancy rate;
7dropout rate; graduation rate; and student mobility, turnover
8shown as a percent of transfers out and a percent of transfers
9in.
10    (b) The report card shall include the following
11descriptions for the school, district, and State: average class
12size; amount of time per day devoted to mathematics, science,
13English and social science at primary, middle and junior high
14school grade levels; number of students taking the Prairie
15State Achievement Examination under subsection (c) of Section
162-3.64, the number of those students who received a score of
17excellent, and the average score by school of students taking
18the examination; pupil-teacher ratio; pupil-administrator
19ratio; operating expenditure per pupil; district expenditure
20by fund; average administrator salary; and average teacher
21salary. The report card shall also specify the amount of money
22that the district receives from all sources, including without
23limitation subcategories specifying the amount from local
24property taxes, the amount from general State aid, the amount
25from other State funding, and the amount from other income.
26    (c) The report card shall include applicable indicators of

1parental involvement in each attendance center. The parental
2involvement component of the report card shall include the
3percentage of students whose parents or guardians have had one
4or more personal contacts with the students' teachers during
5the school year concerning the students' education, and such
6other information, commentary, and suggestions as the school
7district desires. For the purposes of this paragraph, "personal
8contact" includes, but is not limited to, parent-teacher
9conferences, parental visits to school, school visits to home,
10telephone conversations, and written correspondence. The
11parental involvement component shall not single out or identify
12individual students, parents, or guardians by name.
13    (d) The report card form shall be prepared by the State
14Board of Education and provided to school districts by the most
15efficient, economic, and appropriate means.

18    Sec. 34-88. District and school report cards School
19reports. The board shall, in accordance with Section 10-17a of
20the School Code, annually present and disseminate the school
21district and school report cards prepared by the State
22Superintendent of Education. Each attendance center shall
23prepare a report card in accordance with the guidelines
24established in paragraphs (b) and (c) of subsection (3) of
25Section 10-17a which describes the performance of its schools

1and students. This report card shall be transmitted to the
2general superintendent who shall present report cards from each
3of the attendance centers within the district to the board.
4    The board shall make available to a newspaper of general
5circulation serving the district a report which provides
6information detailing the performance of the district.
