1    AN ACT concerning sex offenders.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Sex Offender Registration Act is amended  by 
5adding Section 10.1 as follows:
 
6    (730 ILCS 150/10.1 new)
7    Sec. 10.1. Harassment of victims. 
8    (a)  Any person who is required to register or who has been 
9previously required to register under this
Act who harasses a 
10victim or family member of the victim of the offense for which 
11the sex offender is required to register under this Act is 
12guilty of a Class 3

felony.
13    (b)  For the  purposes of this Section:
14        "Harass" means to engage in a knowing and willful 
15    course of conduct directed at the victim
that alarms, 
16    torments, or terrorizes that victim.
17        "Course of conduct" means 2 or more acts, including but 
18    not limited to acts in which the sex offender directly, 
19    indirectly, or through third parties, by any action, 
20    method, device, or means follows, monitors, observes, 
21    surveils, threatens, or communicates to or about, the  
22    victim, engages in other non-consensual contact, or 
23    interferes with or damages the victim's property or pet.

1        "Family member" means a spouse, parent,
grandparent, 
2    brother, sister, or child, whether by whole blood, 
3    half-blood, or
adoption and includes a step-grandparent, 
4    step-parent, step-brother,
step-sister or step-child.  
5    "Family member" also means any other person who
regularly 
6    resides in the household, or who, within the prior 6 
7    months,
regularly resided in the household.
