SYNOPSIS AS INTRODUCED:
 
730 ILCS 150/10.1 new

    Amends the Sex Offender Registration Act. Provides that any person who is required to register under the Act who harasses a victim or family member of a victim of the offense for which the sex offender is required to register under the Act is guilty of a Class 3 felony. Defines "harass".

1    AN ACT concerning sex offenders.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Sex Offender Registration Act is amended by
5adding Section 10.1 as follows:
 
6    (730 ILCS 150/10.1 new)
7    Sec. 10.1. Harassment of victims.
8    (a) Any person who is required to register under this Act
9who harasses a victim or family member of the victim of the
10offense for which the sex offender is required to register
11under this Act is guilty of a Class 3 felony.
12    (b) For the purposes of this Section:
13        "Harass" means to engage in a knowing and willful
14    course of conduct directed at the victim that alarms,
15    torments, or terrorizes that victim.
16        "Course of conduct" means 2 or more acts, including but
17    not limited to acts in which the sex offender directly,
18    indirectly, or through third parties, by any action,
19    method, device, or means follows, monitors, observes,
20    surveils, threatens, or communicates to or about, the
21    victim, engages in other non-consensual contact, or
22    interferes with or damages the victim's property or pet.
23        "Family member" means a spouse, parent, grandparent,

1    brother, sister, or child, whether by whole blood,
2    half-blood, or adoption and includes a step-grandparent,
3    step-parent, step-brother, step-sister or step-child.
4    "Family member" also means any other person who regularly
5    resides in the household, or who, within the prior 6
6    months, regularly resided in the household.
