SENATE RESOLUTION

 
2     WHEREAS, The Illinois Senate strongly supports the use of
3 clean coal technology that includes the capture and
4 sequestration of carbon dioxide, the conversion of coal to
5 synthetic natural gas, and the development of clean coal
6 gasification projects in the State of Illinois; and
 
7     WHEREAS, The Illinois Senate strongly supports the
8 development of the Southern Illinois Coal to SNG Facility that
9 will be located in Jefferson County and will create thousands
10 of construction and hundreds of permanent jobs; and
 
11     WHEREAS, the Illinois Senate realizes that to attract
12 financing for the Southern Illinois Coal to SNG Facility
13 long-term synthetic natural gas contracts are required with
14 Illinois natural gas utilities; in addition, to attract
15 necessary financing, Illinois law must offer basic protections
16 for financing parties and Illinois natural gas utilities;
17 therefore, be it
 
18     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
19 ASSEMBLY OF THE STATE OF ILLINOIS, that on or before January
20 31, 2010, we urge Illinois natural gas utilities with over
21 100,000 customers in Illinois and the Illinois Power Agency to
22 work with the Southern Illinois Coal to SNG Facility's

1 developers to develop a structure that will allow for the
2 Southern Illinois Coal to SNG Facility to acquire financing,
3 protect Illinois natural gas ratepayers, and develop a
4 gasification project that will capture and sequester carbon
5 dioxide; and be it further
 
6     RESOLVED, That we urge the Illinois Power Agency, Illinois
7 natural gas utilities, the Southern Illinois Coal to SNG
8 Facility, and all other interested parties to work together and
9 enable the construction of the Southern Illinois Coal to SNG
10 Facility in Jefferson County that will result in thousands of
11 Illinois jobs and reasonable and stable natural gas prices for
12 ratepayers throughout the State of Illinois, all the while
13 using one of Illinois' greatest natural resources, coal, in a
14 safe and environmentally friendly manner; and be it further
 
15     RESOLVED, That a suitable copy of this resolution be
16 presented to the Director of the Illinois Power Agency.
