SENATE RESOLUTION

 
2     WHEREAS, The Illinois Primary Health Care Association is
3 the sole trade association representing all of Illinois'
4 Federally Qualified Health Centers; and
 
5     WHEREAS, Federally Qualified Health Centers are nonprofit,
6 community-owned and operated health providers serving
7 uninsured and medically underserved people in our community;
8 and
 
9     WHEREAS, Illinois Federally Qualified Health Centers serve
10 as the medical home for over 1 million people at more than 300
11 sites statewide, providing access to primary, dental and mental
12 health care; and
 
13     WHEREAS, Federally Qualified Health Centers expand access
14 to affordable, high quality, cost-effective health care to all
15 people, regardless of ability to pay, and contain health care
16 costs by fostering prevention and integrating the delivery of
17 primary care with aggressive outreach, patient education,
18 translation and other enabling services; and
 
19     WHEREAS, In Illinois, 1.4 million individuals lack access
20 to health insurance coverage; and

1     WHEREAS, The Illinois Primary Health Care Association has
2 proposed a plan called "ACCESS ILLINOIS" to provide a medical
3 home to 2 million insured and uninsured patients by 2015; and
 
4     WHEREAS, This plan will generate substantial benefits for
5 the State of Illinois and all its residents; therefore, be it
 
6     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
7 ASSEMBLY OF THE STATE OF ILLINOIS, that we fully support the
8 goals of the Illinois Primary Health Care Association's ACCESS
9 ILLINOIS plan; and be it further
 
10     RESOLVED, That we stand together to do our part in
11 preserving, strengthening, and expanding Federally Qualified
12 Health Centers in our State; and be it further
 
13     RESOLVED, That the Illinois Senate does hereby recognize
14 the valued contributions of Federally Qualified Health Centers
15 in expanding access to health care and improving the health and
16 well being of the citizens of the great State of Illinois; and
17 be it further
 
18     RESOLVED, That a suitable copy of this resolution be sent
19 to the Illinois Primary Health Care Association.
