SYNOPSIS AS INTRODUCED:
 
15 ILCS 405/24.5 new

    Amends the State Comptroller Act. Requires that State agencies under the Governor's jurisdiction annually report to the Comptroller their programs and program expansions created by State statute that have been unfunded for the previous 3 fiscal years. Requires the Comptroller annually to file a compilation of that information with the Governor and General Assembly.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Comptroller Act is amended by adding
5 Section 24.5 as follows:
 
6     (15 ILCS 405/24.5 new)
7     Sec. 24.5. Reports of unfunded programs. By each October 1,
8 each State agency under the jurisdiction of the Governor shall
9 report to the Comptroller all of that agency's programs and
10 program expansions created by State statute that have been
11 unfunded for the previous 3 fiscal years. Beginning in 2012, by
12 January 1 of each year the Comptroller shall file with the
13 Governor and General Assembly his or her compilation of the
14 information reported by State agencies under this Section in
15 the preceding calendar year.
