SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-689 new

    Amends the State Finance Act to create the Fraternal Order of Police Fund. Amends the Illinois Vehicle Code. Provides for the issuance of Illinois Fraternal Order of Police license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Fraternal Order of Police Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation, the moneys in the Fraternal Order of Police Fund shall be paid as grants to the Illinois Fraternal Order of Police to increase the efficiency and professionalism of law enforcement officers in Illinois, to educate the public about law enforcement issues, to more firmly establish the public confidence in law enforcement, to create partnerships with the public, and to honor the service of law enforcement officers dedicated to the protection of life and property. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.755 as follows:
 
6     (30 ILCS 105/5.755 new)
7     Sec. 5.755. The Fraternal Order of Police Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-689 as follows:
 
10     (625 ILCS 5/3-689 new)
11     Sec. 3-689. Illinois Fraternal Order of Police license
12 plates.
13     (a) The Secretary, upon receipt of an application made in
14 the form prescribed by the Secretary, may issue special
15 registration plates designated as Illinois Fraternal Order of
16 Police license plates to residents of Illinois who are members
17 in good standing of the Fraternal Order of Police-Illinois
18 State Lodge and meet other eligibility requirements prescribed
19 by the Secretary of State. The special plates issued under this
20 Section shall be affixed only to passenger vehicles of the
21 first division and motor vehicles of the second division

1 weighing not more than 8,000 pounds, and recreational vehicles,
2 as defined by Section 1-169 of this Code. Plates issued under
3 this Section shall expire according to the multi-year procedure
4 established by Section 3-414.1 of this Code.
5     (b) The design and color of the plates is wholly within the
6 discretion of the Secretary, except that the Illinois Fraternal
7 Order of Police emblem shall appear on the plates. The
8 Secretary may allow the plates to be issued as vanity plates or
9 personalized under Section 3-405.1 of the Code. The Secretary
10 shall prescribe stickers or decals as provided under Section
11 3-412 of this Code. The plates are not required to designate
12 "Land of Lincoln" as prescribed in subsection (b) of Section
13 3-412 of this Code. The Secretary may, in his or her
14 discretion, allow the plates to be issued as vanity or
15 personalized plates in accordance with Section 3-405.1 of this
16 Code.
17     (c) An applicant for the special plate shall be charged a
18 $25 fee for original issuance in addition to the appropriate
19 registration fee. Of this fee, $10 shall be deposited into the
20 Fraternal Order of Police Fund and $15 shall be deposited into
21 the Secretary of State Special License Plate Fund, to be used
22 by the Secretary to help defray the administrative processing
23 costs.
24     For each registration renewal period, a $25 fee, in
25 addition to the appropriate registration fee, shall be charged.
26 Of this fee, $23 shall be deposited into the Fraternal Order of

1 Police Fund and $2 shall be deposited into the Secretary of
2 State Special License Plate Fund.
3     (d) The Fraternal Order of Police Fund is created as a
4 special fund in the State treasury. All money in the Fraternal
5 Order of Police Fund shall be paid, subject to appropriation,
6 as grants to the Illinois Fraternal Order of Police to increase
7 the efficiency and professionalism of law enforcement officers
8 in Illinois, to educate the public about law enforcement
9 issues, to more firmly establish the public confidence in law
10 enforcement, to create partnerships with the public, and to
11 honor the service of law enforcement officers dedicated to the
12 protection of life and property.
 
13     Section 999. Effective date. This Act takes effect upon
14 becoming law.
