1     AN ACT concerning professional regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Dental Practice Act is amended by
5 adding Section 19.2 as follows:
 
6     (225 ILCS 25/19.2 new)
7     Sec. 19.2. Temporary permit for free dental care.
8     (a) The Department may issue a temporary permit authorizing
9 the practice in this State, without compensation, of dentistry
10 or dental hygiene to an applicant who is licensed to practice
11 dentistry or dental hygiene in another state, if all of the
12 following apply:
13         (1) The Department determines that the applicant's
14     services will improve the welfare of Illinois residents.
15         (2) The Department determines that the applicant is
16     qualified and satisfies the criteria specified under
17     Section 9 of this Act, except for the examination
18     requirement.
19     (b) The Department may not require the applicant to pass an
20 examination as provided in subsection (e) of Section 9 of this
21 Act in order to receive a temporary permit under this Section.
22     (c) A temporary permit under this Section shall authorize
23 the practice of dentistry or dental hygiene in a specified area

1 of the State for a period of time not to exceed 10 consecutive
2 days in a year and may be renewed by the Department. The
3 Department may require an applicant to pay a fee for the
4 issuance or renewal of a permit under this Section.
5     (d) The Secretary may summarily terminate any permit issued
6 pursuant to this Section, without a hearing, if the Secretary
7 finds that evidence in his or her possession indicates that an
8 individual permit holder's continuation in practice would
9 constitute an imminent danger to the public. In the event that
10 the Secretary summarily suspends a permit issued pursuant to
11 this Section, the permit holder may petition the Department for
12 a hearing in accordance with the provisions of this Act to
13 reinstate his or her permit.
14     In addition to terminating any permit issued pursuant to
15 this Section, the Department may issue a monetary penalty not
16 to exceed $1,000 upon the permit holder and may notify any
17 state in which the permit holder has been issued a license that
18 his or her Illinois permit has been terminated and the reasons
19 for the termination. The monetary penalty shall be paid within
20 60 days after the effective date of the order imposing the
21 penalty. The order shall constitute a judgment and may be filed
22 and execution had thereon in the same manner as any judgment
23 from any court of record. It is the intent of the General
24 Assembly that a permit issued pursuant to this Section shall be
25 considered a privilege and not a property right.
 
26     Section 99. Effective date. This Act takes effect upon
