SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.755 new
625 ILCS 5/3-689 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Friends of Track and Field Fund as a special fund in the State treasury. Provides for the issuance of Friends of Track and Field license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 at renewal. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Friends of Track and Field Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Friends of Track and Field Fund shall be paid as grants to the Illinois chapter of Friends of Track and Field, to help sponsor track and field teams and raise money to build an indoor track and field facility in Chicago.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.755 as follows:
 
6     (30 ILCS 105/5.755 new)
7     Sec. 5.755. The Friends of Track and Field Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-689 as follows:
 
10     (625 ILCS 5/3-689 new)
11     Sec. 3-689. Friends of Track and Field license plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as Friends of
15 Track and Field license plates. The special plates issued under
16 this Section shall be affixed only to passenger vehicles of the
17 first division, motor vehicles of the second division weighing
18 not more than 8,000 pounds and recreational vehicles as defined
19 by Section 1-169 of this Code. Plates issued under this Section
20 shall expire according to the multi-year procedure established
21 by Section 3-414.1 of this Code.

1     (b) The design and color of the plates is wholly within the
2 discretion of the Secretary of State. Appropriate
3 documentation, as determined by the Secretary, shall accompany
4 the application. The Secretary, in his or her discretion, may
5 allow the plates to be issued as vanity or personalized plates
6 under Section 3-405.1 of this Code. The Secretary shall
7 prescribe stickers or decals as provided under Section 3-412 of
8 this Code.
9     (c) An applicant for the special plate shall be charged a
10 $40 fee for original issuance in addition to the appropriate
11 registration fee. Of this fee, $25 shall be deposited into the
12 Friends of Track and Field Fund and $15 shall be deposited into
13 the Secretary of State Special License Plate Fund, to be used
14 by the Secretary to help defray the administrative processing
15 costs.
16     For each registration renewal period, a $27 fee, in
17 addition to the appropriate registration fee, shall be charged.
18 Of this fee, $25 shall be deposited into the Friends of Track
19 and Field Fund and $2 shall be deposited into the Secretary of
20 State Special License Plate Fund.
21     (d) The Friends of Track and Field Fund is created as a
22 special fund in the State treasury. All money in the Friends of
23 Track and Field Fund shall be paid, subject to appropriation by
24 the General Assembly and approval by the Secretary of State, as
25 grants to the Illinois chapter of Friends of Track and Field,
26 to help sponsor track and field teams and raise money to build
