AMENDMENT TO SENATE BILL 1434

2     AMENDMENT NO. ______. Amend Senate Bill 1434 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Transportation Law of the
5 Civil Administrative Code of Illinois is amended by adding
6 Section 2705-590 as follows:
 
7     (20 ILCS 2705/2705-590 new)
8     Sec. 2705-590. Roadbuilding criteria; life-cycle cost
9 analysis.
10     (a) As used in this Section, "life-cycle cost" means the
11 total of the cost of the initial project plus all anticipated
12 costs for subsequent maintenance, repair, or resurfacing over
13 the life of the pavement. Actual data, and not assumptions or
14 estimates, shall be used to the extent such data has been
15 collected.
16     (b) The Department shall develop and implement a life-cycle

1 cost analysis for each State road project under its
2 jurisdiction for which the total pavement costs exceed $500,000
3 funded in whole, or in part, with State or State appropriated
4 funds. The Department shall design and award these paving
5 projects utilizing material having the lowest life-cycle cost.
6 All pavement design life shall ensure that State and State
7 appropriated funds are utilized as efficiently as possible.
8 When alternative material options are substantially equivalent
9 on a life-cycle cost basis, the Department may make a decision
10 based on other criteria. At the discretion of the Department,
11 interstate highways with high traffic volumes or experimental
12 projects may be exempt from this requirement.
13     (c) Except as otherwise provided in this Section, a
14 life-cycle cost analysis shall compare equivalent designs
15 based upon this State's actual historic project maintenance,
16 repair, and resurfacing schedules and costs as recorded by the
17 pavement management system, and may include estimates of user
18 costs throughout the entire pavement life.
19     (d) For pavement projects for which this State has no
20 actual historic project maintenance, repair, and resurfacing
21 schedules and costs as recorded by the pavement management
22 system, the Department may use actual historical and comparable
23 data for equivalent designs from states with similar climates,
24 soil structures, or vehicle traffic.
 
25     Section 99. Effective date. This Act takes effect upon
