HOUSE RESOLUTION

 
2     WHEREAS, In an effort to protect the health and safety of
3 children from the excessive amounts of lead found in toys made
4 in China, the United States Congress enacted a law which banned
5 the sale of products from foreign counties aimed at children if
6 they contained more than 600 parts per million of lead; and
 
7     WHEREAS, Lead is found in steel and other metal alloys on
8 the dune, motor, and multiple parts of off-road motorcycles and
9 recreational vehicles built for young riders; and
 
10     WHEREAS, While most motorcycles and recreational vehicles
11 are made overseas, there are tens of thousands of jobs attached
12 to the industry in the United States; and
 
13     WHEREAS, More than 13,000 power sports dealers sell
14 products in the United States, employing an estimated 124,000
15 people; and
 
16     WHEREAS, Industry estimates the retail market value for all
17 off-road motorcycles and other recreational vehicles in the
18 United States to be approximately $14 billion a year, including
19 sales, service, parts, accessories, and payroll; and
 
20     WHEREAS, An industry trade publication estimates that the

1 value of inventory at United States dealers that can no longer
2 be sold probably exceeds $100 million and that the industry has
3 millions of dollars worth of parts now in production that
4 cannot be sold; and
 
5     WHEREAS, While every effort should be taken to protect the
6 health and safety of our young children, we should also
7 consider the effect such legislation will also have on an
8 industry that is unrelated to toys; therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11 urge Congress to reexamine the federal law that has seriously
12 affected the sales of off-road motorcycles and other
13 recreational vehicles designed for children; and be it further
 
14     RESOLVED, That we state our belief that, in this time of
15 financial crisis, every effort should be made to preserve every
16 facet of our business community in order to help preserve jobs
17 and stabilize our economy; and be it further
 
18     RESOLVED, That suitable copies of this resolution be
19 presented to the members of the United States House of
20 Representatives and the United States Senate.
