HOUSE RESOLUTION

 
2     WHEREAS, Some commercial bakers utilize potassium bromate
3 because it yields dependable results; and
 
4     WHEREAS, Potassium bromate is used as an oxidizer in flour
5 to strengthen dough, allowing for higher rising; and
 
6     WHEREAS, The dough becomes stronger and more elastic,
7 allowing it to better withstand commercial baking processes;
8 and
 
9     WHEREAS, Potassium bromate is an oxidizing agent and is
10 completely used up in the baking process if used responsibly in
11 the course of good manufacturing practices; and
 
12     WHEREAS, If too much potassium bromate is used or the bread
13 is not cooked long enough or at a high enough temperature, then
14 trace amounts may remain; and
 
15     WHEREAS, Some studies have suggested that potassium
16 bromate, when consumed over a period of time, may be a
17 carcinogen; and
 
18     WHEREAS, Some countries have banned the use of potassium
19 bromate; and

1     WHEREAS, Although the U.S. Food and Drug Administration
2 (FDA) has not found that potassium bromate is a carcinogen, the
3 FDA does encourage entities utilizing potassium bromate in
4 baking processes to do so responsibly and to list it in the
5 product legend; and
 
6     WHEREAS, Many food manufacturers have switched from
7 potassium bromate to some alternative; and
 
8     WHEREAS, The House of Representatives recognizes that the
9 substitution of ingredients in the processing of food products
10 can rarely be immediate and must be carefully taken so as not
11 to change the taste of the food and ensure that adequate and
12 affordable substitutes are readily available; therefore, be it
 
13     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15 strongly encourage food manufacturers that use potassium
16 bromate to do so responsibly through good manufacturing
17 practices and to label it in their product ingredient legends
18 and to consider alternatives to potassium bromate in commercial
19 baking processes; and be it further
 
20     RESOLVED, That a suitable copy of this resolution be
21 delivered to the Illinois Manufacturers Association, Illinois

2 Association, Illinois Restaurant Association, National
3 Federation of Independent Business, Board of Higher Education,
4 State Board of Education, and Illinois Association of School
