HOUSE JOINT RESOLUTION

 
2     WHEREAS, State appropriations to public colleges and
3 universities have historically been made on the bases of
4 enrollments rather than completions; and
 
5     WHEREAS, The current and future workforce needs, combined
6 with Illinois' financial difficulties, compel the State of
7 Illinois to examine higher education funding based on course
8 completion rates or other similar indicators of success; and
 
9     WHEREAS, Increasing the number of high quality
10 post-secondary credentials to meet the demands of the economy
11 and an increasingly global society is Goal 3 of the Illinois
12 Public Agenda for College and Career Success; and
 
13     WHEREAS, Many of the several states in the United States
14 are considering ways to provide an incentive to institutions of
15 higher learning not just to enroll students, but also to ensure
16 that they earn the credentials required by the workplace; and
 
17     WHEREAS, Performance-based funding may represent a
18 relatively small percentage of a state's higher education
19 budget which some experts assert that it can lead to remarkable
20 results; and

1     WHEREAS, The challenge for states is to create a financing
2 system that is clearly understood and yet flexible enough to
3 account for differences in institutional mission and
4 demographics; and
 
5     WHEREAS, The same set of guidelines and performance targets
6 should probably not be applied similarly to community colleges,
7 bachelor's and master's degree institutions, and research
8 universities; therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
11 SENATE CONCURRING HEREIN, that the Board of Higher Education,
12 working in concert with the Illinois Community College Board
13 and the Illinois Student Assistance Commission, shall
14 undertake a study of the implementation of performance-based
15 funding for higher education; and be it further
 
16     RESOLVED, That the Board of Higher Education, the Illinois
17 Community College Board, and the Illinois Student Assistance
18 Commission shall prepare a report by June 1, 2010 with findings
19 and submit that report to the General Assembly; and be it
20 further
 
21     RESOLVED, that the Board of Higher Education shall provide
22 administrative support for the study and report; and be it

2     Resolved, That suitable copies of this resolution be
3 delivered to the chairpersons of the Board of Higher Education,
4 the Illinois Student Assistance Commission, and the Illinois
5 Community College Board.
