SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Provides that a person who is eligible to apply for special license plates in any military series, other than Gold Star license plates, may apply for those special license plates for not more than 2 different motor vehicles.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 3-601 and 3-620 as follows:
 
6     (625 ILCS 5/3-601)  (from Ch. 95 1/2, par. 3-601)
7     Sec. 3-601. Operation of vehicles under special plates.
8     (a) A manufacturer owning any unregistered vehicle of a
9 type otherwise required to be registered under this Act may
10 operate or move such upon the highways without registering each
11 such vehicle upon condition that any such vehicle display
12 thereon, a special plate or plates issued to such owner as
13 provided in this Article.
14     (b) A dealer owning any unregistered vehicle of a type
15 otherwise required to be registered under this Act and held by
16 him for sale or resale, may operate or move such upon the
17 highways without registering each such vehicle upon condition
18 that any such vehicle display thereon a special plate or plates
19 issued to such owner as provided in this Article.
20     (c) A transporter may operate or move any vehicle not owned
21 by him upon the highways by the driveaway or towaway methods
22 solely for the purpose of delivery upon likewise displaying
23 thereon like plates issued to him as provided in this Article.

1     (d) A boat dealer owning any boat trailer of a type
2 otherwise required to be registered under this Act may operate
3 or move such upon the highways and haul a boat customarily sold
4 with such boat trailer, without registering each such boat
5 trailer upon condition that any such boat trailer display
6 thereon, in the manner prescribed in Section 3-413, a special
7 plate or plates issued to such owner as provided in this
8 Article.
9     (e) Any person owning unregistered vehicles of a type
10 required to be registered and which are exclusively operated
11 off the highways and upon private property, may move such
12 vehicles from one plant location to another upon the highways
13 without registering each such vehicle upon conditions that any
14 such vehicle display thereon a special plate or plates issued
15 to such persons as provided in this Article. Such vehicles must
16 be unladen and may not be operated upon any highways with such
17 special plates except for the interplant movement.
18     (f) Any person owning a vehicle of a type required to be
19 registered which when purchased is not yet equipped for work or
20 service, may move such vehicle from the point of original
21 manufacture or sale to a body shop or other place where the
22 vehicle is to be equipped for work or service and from such
23 point to the owner's place of business without first
24 registering each such vehicle upon condition that any such
25 vehicle display thereon a special plate or plates issued to
26 such person as provided in this Article. Upon completion of

1 such movement, any such vehicle subject to registration must be
2 properly registered.
3     (g) Special plates issued under this Article must be
4 displayed in the manner provided for in Section 3-413.
5     (h) Any such vehicle bearing such special plate or plates
6 may be operated without registration for any purpose, except
7 that no such special plate or plates shall be used on any
8 vehicle which is rented by the manufacturer or dealer to
9 another person or which is used to transport passengers or
10 property for hire, nor, except as provided in paragraph (i) of
11 this Section, shall any such special plate or plates be used on
12 a second division vehicle which is carrying cargo or
13 merchandise except in demonstrating such second division
14 vehicle for the purposes of sale, or for the purpose of testing
15 engine and driveline components.
16     (i) The provisions of this Article authorizing special
17 plates shall not apply to work or service vehicles owned by a
18 manufacturer, transporter or dealer except a truck up to 8,000
19 pounds gross weight owned by a dealer and used for hauling
20 parts incidental to the operation of the dealer's business.
21     (j) The Secretary of State may limit the number of special
22 plates issued to any applicant.
23     (k) A person who is eligible to apply for special license
24 plates in any military series, other than Gold Star license
25 plates, may apply for those special license plates for not more
26 than 2 different motor vehicles.

3     Sec. 3-620. The Secretary, upon receipt of an application
4 made on the form prescribed by the Secretary of State, may
5 issue special registration plates to United States citizens,
6 who are present or former members of the United States armed
7 forces or any of its allies, and who were prisoners of war of
8 World War I, World War II, the Korean Conflict, and the
9 Vietnamese conflict, or to the widowed spouse of a former
10 member of the United States armed forces, providing that
11 widowed spouse was married to the POW at the time of death, and
12 is a single person at the time of application. The special
13 plates issued pursuant to this Section shall be affixed only to
14 passenger vehicles of the first division subject to the
15 staggered registration system, motorcycles, and vehicles of
16 the second division having a gross weight of 8,000 pounds or
17 less and shall be issued without charge. Only one set of plates
18 may be issued at no fee.
19     The design and color of the prisoner of war plates shall be
20 wholly within the discretion of the Secretary of State. The
21 Secretary may, in his or her discretion, allow the plates to be
22 issued as vanity or personalized plates in accordance with
23 Section 3-405.1 of this Code.
