    Amends the Illinois Vehicle Code. Deletes language requiring the payment of fees, in addition to the to the applicable registration fee, for Korean War Veteran, U.S. Veteran, Vietnam Veteran, World War II Veteran, Army Combat Veteran, and U.S. Army Veteran special license plates. Effective January 1, 2011.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 3-626, 3-638, 3-645, 3-647, 3-650, and 3-680 as
6 follows:
 
7     (625 ILCS 5/3-626)
8     Sec. 3-626. Korean War Veteran license plates.
9     (a) In addition to any other special license plate, the
10 Secretary, upon receipt of all applicable fees and applications
11 made in the form prescribed by the Secretary of State, may
12 issue special registration plates designated as Korean War
13 Veteran license plates to residents of Illinois who
14 participated in the United States Armed Forces during the
15 Korean War. The special plate issued under this Section shall
16 be affixed only to passenger vehicles of the first division,
17 motorcycles, motor vehicles of the second division weighing not
18 more than 8,000 pounds, and recreational vehicles as defined by
19 Section 1-169 of this Code. Plates issued under this Section
20 shall expire according to the staggered multi-year procedure
21 established by Section 3-414.1 of this Code.
22     (b) The design, color, and format of the plates shall be
23 wholly within the discretion of the Secretary of State. The

1 Secretary may, in his or her discretion, allow the plates to be
2 issued as vanity plates or personalized in accordance with
3 Section 3-405.1 of this Code. The plates are not required to
4 designate "Land Of Lincoln", as prescribed in subsection (b) of
5 Section 3-412 of this Code. The Secretary shall prescribe the
6 eligibility requirements and, in his or her discretion, shall
7 approve and prescribe stickers or decals as provided under
8 Section 3-412.
9     (c) (Blank). An applicant shall be charged a $15 fee for
10 original issuance in addition to the applicable registration
11 fee. Of this additional fee, $13 shall be deposited into the
12 Secretary of State Special License Plate Fund and $2 shall be
13 deposited into the Korean War Memorial Construction Fund.
14     (d) The Korean War Memorial Construction Fund is created as
15 a special fund in the State treasury. All moneys in the Korean
16 War Memorial Construction Fund shall, subject to
17 appropriation, be used by the Department of Veteran Affairs to
18 provide grants for construction of the Korean War Memorial to
19 be located at Oak Ridge Cemetery in Springfield, Illinois. Upon
20 the completion of the Memorial, the Department of Veteran
21 Affairs shall certify to the State Treasurer that the
22 construction of the Memorial has been completed. Upon the
23 certification by the Department of Veteran Affairs, the State
24 Treasurer shall transfer all moneys in the Fund and any future
25 deposits into the Fund into the Secretary of State Special
26 License Plate Fund.

1     (e) An individual who has been issued Korean War Veteran
2 license plates for a vehicle and who has been approved for
3 benefits under the Senior Citizens and Disabled Persons
4 Property Tax Relief and Pharmaceutical Assistance Act shall pay
5 the original issuance and the regular annual fee for the
6 registration of the vehicle as provided in Section 3-806.3 of
7 this Code in addition to the fees specified in subsection (c)
8 of this Section.

12     Sec. 3-638. U.S. Veteran License Plates.
13     (a) In addition to any other special license plate, the
14 Secretary, upon receipt of all applicable fees and applications
15 made in the form prescribed by the Secretary of State, may
16 issue U.S. Veteran license plates to residents of Illinois who
17 meet eligibility requirements prescribed by the Secretary of
18 State. The special U.S. Veteran plate issued under this Section
19 shall be affixed only to passenger vehicles of the first
20 division, motorcycles, and motor vehicles of the second
21 division weighing not more than 8,000 pounds. Plates issued
22 under this Section shall expire according to the staggered
23 multi-year procedure established by Section 3-414.1 of this
24 Code.

8 approve and prescribe stickers or decals as provided under
9 Section 3-412.
10     (c) (Blank). An applicant shall be charged a $15 fee for
11 original issuance in addition to the applicable registration
12 fee. This additional fee shall be deposited into the Secretary
13 of State Special License Plate Fund.

16     Sec. 3-645. Vietnam Veteran License Plates.
17     (a) In addition to any other special license plate, the

20 issue Vietnam Veteran license plates to residents of Illinois
21 who meet eligibility requirements prescribed by the Secretary
22 of State. The special Vietnam Veteran plate issued under this
23 Section shall be affixed only to passenger vehicles of the
24 first division, motorcycles, and motor vehicles of the second
25 division weighing not more than 8,000 pounds. Plates issued

2 issued under this Section shall be affixed only to passenger
3 vehicles of the first division, motorcycles, and motor vehicles
4 of the second division weighing not more than 8,000 pounds.
5 Plates issued under this Section shall expire according to the
6 staggered multi-year procedure established by Section 3-414.1
7 of this Code.

24     Sec. 3-650. Army Combat Veteran license plates.
25     (a) In addition to any other special license plate, the

1 Secretary, upon receipt of all applicable fees and applications
2 made in the form prescribed by the Secretary of State, may
3 issue Army Combat Veteran license plates to residents of
4 Illinois who meet eligibility requirements prescribed by the
5 Secretary of State. The special Army Combat Veteran plate
6 issued under this Section shall be affixed only to passenger
7 vehicles of the first division, motorcycles, and motor vehicles
8 of the second division weighing not more than 8,000 pounds.
9 Plates issued under this Section shall expire according to the
10 staggered multi-year procedure established by Section 3-414.1
11 of this Code.
12     (b) The plates shall display the Army Combat Infantry
13 Badge. In all other respects, the design, color, and format of
14 the plates shall be within the discretion of the Secretary of
15 State. The Secretary may, in his or her discretion, allow the
16 plates to be issued as vanity plates or personalized in
17 accordance with Section 3-405.1 of this Code. The plates are
18 not required to designate "Land Of Lincoln", as prescribed in
19 subsection (b) of Section 3-412 of this Code. The Secretary
20 shall prescribe the eligibility requirements and, in his or her
21 discretion, shall approve and prescribe stickers or decals as
22 provided under Section 3-412.
23     (c) (Blank). An applicant shall be charged a $15 fee for
24 original issuance in addition to the applicable registration
25 fee. This additional fee shall be deposited into the Secretary

4 fee. This additional fee shall be deposited into the Secretary
5 of State Special License Plate Fund. For each registration
6 renewal period, a $2 fee, in addition to the applicable
7 registration fee, shall be charged and shall be deposited into
8 the Secretary of State Special License Plate Fund.

10     Section 99. Effective date. This Act takes effect January
11 1, 2011.
