SYNOPSIS AS INTRODUCED:
 
25 ILCS 170/11.3 new

    Amends the Lobbyist Registration Act. Prohibits a person subject to the Act from accepting compensation from a State agency or community college for lobbying executive, legislative, or administrative action. Exempts the salaries of full-time State or community college employees with responsibilities or authority other than lobbying. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Lobbyist Registration Act is amended by
5 adding Section 11.3 as follows:
 
6     (25 ILCS 170/11.3 new)
7     Sec. 11.3. Compensation from a State agency or community
8 college. It is a violation of this Act for a person registered
9 or required to be registered under this Act to accept or agree
10 to accept compensation from a State agency or community college
11 for the purpose of lobbying executive, legislative, or
12 administrative action.
13     This Section does not apply to compensation that is a
14 portion of the salary of a full-time employee of a State agency
15 or community college whose responsibility or authority
16 includes, but is not limited to, lobbying executive,
17 legislative, or administrative action.
18     An agreement entered into by a State agency or community
19 college to pay compensation to a person subject to this Section
20 is void. An employee of a State agency or community college who
21 pays or agrees to pay compensation to a person subject to this
22 Section forfeits his or her employment.
23     For the purpose of this Section, "State agency" is defined

1 as in the Illinois State Auditing Act. "Community college"
2 means a community college or community college district
3 established in accordance with the Public Community College
4 Act.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
