SYNOPSIS AS INTRODUCED:
 
65 ILCS 5/10-1-16.5 new
65 ILCS 5/10-2.1-8.5 new
70 ILCS 705/16.07a new

    Amends the Illinois Municipal Code and the Fire Protection District Act. Provides that persons who are not certified members of a fire department who have been regularly employed as a part-time or paid-on-call firefighter or firefighter-paramedic for a period in excess of 12 months shall be preferred for employment. Specifies that the employment must be authorized by the terms of an agreement made between the respective employer and exclusive bargaining agent.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Municipal Code is amended by adding
5 Sections 10-1-16.5 and 10-2.1-8.5 as follows:
 
6     (65 ILCS 5/10-1-16.5 new)
7     Sec. 10-1-16.5. Firefighter preference. Persons who are
8 not certified members of a fire department who have been
9 regularly employed as a part-time or paid-on-call firefighter
10 or firefighter-paramedic for a period in excess of 12 months
11 shall be preferred provided such employment is authorized by
12 the terms of an agreement made between the employer and an
13 exclusive bargaining agent pursuant to Section 10-1-14.

15     Sec. 10-2.1-8.5. Firefighter preference. Persons who are
16 not certified members of a fire department who have been
17 regularly employed as a part-time or paid-on-call firefighter
18 or firefighter-paramedic for a period in excess of 12 months
19 shall be preferred provided such employment is authorized by
20 the terms of an agreement made between the employer and an
21 exclusive bargaining agent pursuant to Section 10-2.1-4.

1     Section 10. The Fire Protection District Act is amended by
2 adding Section 16.07a as follows:
 
3     (70 ILCS 705/16.07a new)
4     Sec. 16.07a. Firefighter preference. Persons who are not
5 certified members of a fire department who have been regularly
6 employed as a part-time or paid-on-call firefighter or
7 firefighter-paramedic for a period in excess of 12 months shall
8 be preferred provided such employment is authorized by the
9 terms of an agreement made between the employer and an
10 exclusive bargaining agent pursuant to Section 16.06.
