SYNOPSIS AS INTRODUCED:
 
40 ILCS 5/6-210.4 new
30 ILCS 805/8.33 new

    Amends the Chicago Firefighters Article of the Illinois Pension Code. Allows an active fireman to establish a maximum of 24 months of additional service credit attributed to service in the armed forces of the United States that was served prior to employment by the city as a firefighter. Requires contribution of employee contributions and employer contributions, plus interest. Effective immediately.

1     AN ACT concerning public employment benefits.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Pension Code is amended by adding
5 Section 6-210.4 as follows:
 
6     (40 ILCS 5/6-210.4 new)
7     Sec. 6-210.4. Creditable service for pre-employment
8 military service. An active fireman may establish a maximum of
9 24 months of additional service credit attributed to service in
10 the armed forces of the United States that was served prior to
11 employment by the city as a firefighter by applying in writing
12 to the fund and, after substantiation of any such requested
13 service, making contributions to the fund equal to (i) the
14 employee contributions that would have been required had the
15 service been rendered as a member, plus (ii) an amount
16 determined by the fund to be equal to the employer's normal
17 cost of the benefits accrued for that military service, plus
18 (iii) interest at the actuarially assumed rate provided in the
19 Fund's most recent annual actuarial valuation, compounded
20 annually from the first date of membership in the fund to the
21 date of payment on items (i) and (ii).
22     This Section applies only to firemen in service on or after
23 its effective date.

1     Section 90. The State Mandates Act is amended by adding
2 Section 8.33 as follows:
 
3     (30 ILCS 805/8.33 new)
4     Sec. 8.33. Exempt mandate. Notwithstanding Sections 6 and 8
5 of this Act, no reimbursement by the State is required for the
6 implementation of any mandate created by this amendatory Act of
7 the 96th General Assembly.
 
8     Section 99. Effective date. This Act takes effect upon
9 becoming law.
