AMENDMENT TO HOUSE BILL 726

2     AMENDMENT NO. ______. Amend House Bill 726 on page 2, by
3 replacing lines 1 through 13 with the following:
 
4 "Midwest/Low Cost Index.
5     By March 1, 2010 and March 1 of each year thereafter, the
6 Department of Children and Family Services shall report to the
7 Governor and General Assembly the estimated cost and additional
8 funding required to establish the rate for each child up to
9 100% of the Foster Care Minimum Adequate Rates for Children
10 (MARC) for expenditures allowable under the federal Title IV-E
11 Foster Care Maintenance Program of the Social Security Act
12 related to the actual costs of providing food, clothing,
13 shelter, daily supervision, school supplies, personal
14 incidentals, insurance, and travel for visitation with a
15 child's biological family, jointly recommended by the National
16 Foster Parent Association, the University of Maryland School of
17 Social Work, and the organization Children's Rights in a
