    Amends the Chicago State University Law. Provides that meetings of the Board of Trustees must be held at least once each month instead of once each quarter. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Chicago State University Law is amended by
5 changing Section 5-25 as follows:
 
6     (110 ILCS 660/5-25)
7     Sec. 5-25. Officers; meetings. Members of the Board shall
8 elect annually by secret ballot from their own number a
9 chairman who shall preside over meetings of the Board and a
10 secretary.
11     Meetings of the Board shall be held at least once each
12 month quarter on the campus of Chicago State University at
13 Chicago, Illinois. At all regular meetings of the Board, a
14 majority of its members shall constitute a quorum. The student
15 member shall have all of the privileges of membership,
16 including the right to make and second motions, to attend
17 executive sessions, and to vote on all Board matters except
18 those involving faculty tenure, faculty promotion or any issue
19 on which the student member has a direct conflict of interest.
20 Unless the student member is entitled to vote on a measure at a
21 meeting of the Board or any of its committees, he or she shall
22 not be considered a member for the purpose of determining
23 whether a quorum is present at the time that measure is voted

1 upon. No action of the Board shall be invalidated by reason of
2 any vacancies on the Board or by reason of any failure to
3 select a student member.
4     Special meetings of the Board may be called by the chairman
5 of the Board or by any 3 members of the Board.
6     At each regular and special meeting that is open to the
7 public, members of the public and employees of the University
8 shall be afforded time, subject to reasonable constraints, to
9 make comments to or ask questions of the Board.

12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
