AMENDMENT TO HOUSE BILL 7

2     AMENDMENT NO. ______. Amend House Bill 7, AS AMENDED, with
3 reference to page and line numbers of Senate Amendment No. 1,
4 on page 1, in line 7, by replacing "Sections" with "Sections
5 9-1.16,"; and
 
6 on page 27, by inserting immediately below line 7 the
7 following:
 
 
8     "(10 ILCS 5/9-1.16 new)
9     Sec. 9-1.16. Regular election period.
10     (a) "Regular election period" means, for purposes of (i)
11 contributions to political committees designated by
12 established political parties and candidates for nomination or
13 election to offices to be filled at a general election and (ii)
14 independent expenditures benefiting candidates for nomination
15 or election to offices to be filled at a general election, each

1 of the following:
2         (1) The period beginning on January 1 immediately
3     following the date of the most recent general election for
4     the office to which a candidate seeks nomination or
5     election and ending the day of the next general primary
6     election for that office.
7         (2) The period beginning on the day after the most
8     recent general primary election for the office to which the
9     candidate seeks nomination or election and ending on the
10     December 31 after the general election for that office.
11     (b) "Regular election period" means, for purposes of (i)
12 contributions to a political committee designated by an
13 incumbent judge seeking retention in office and (ii)
14 independent expenditures benefiting incumbent judges seeking
15 retention in office, the period beginning on the date on which
16 an incumbent judge declares his or her intention to seek
17 retention in office and ending 90 days after the retention
18 election.
19     (c) "Regular election period" means, for purposes of (i)
20 contributions made to political committees designated by
21 candidates for nomination or election to offices to be filled
22 at a consolidated primary or consolidated election and (ii)
23 independent expenditures benefiting candidates for nomination
24 or election to offices to be filled at a consolidated primary
25 or consolidated election, the period beginning on July 1
26 immediately following the date of the most recent consolidated

1 primary election or consolidated election at which the office
2 for which the candidate seeks nomination or election was filled
3 and ending on June 30 immediately after the date of the next
4 consolidated primary election or consolidated election for
5 that office."; and
 
6 by replacing "calendar year" each place that phrase appears
7 with "regular election period" at the following locations:
8 page 38, line 25;
9 page 39, lines 2, 6, 22, and 25;
10 page 40, lines 3, 16, 19, and 23;
11 page 41, line 12; and
 
12 on page 41, by replacing line 22 with the following:
 
13 "candidate's campaign during a regular election period".
