AMENDMENT TO SENATE BILL 1237

 

AMENDMENT NO. ______. Amend Senate Bill 1237, by deleting everything after the enacting clause and inserting in lieu thereof with the following:

 

“ARTICLE 1

 

    Section 5.  “AN ACT concerning appropriations”, Public Act 96-114, as vetoed and reduced is amended by changing Sections 5, 10 and 15 to Article 1 as follows:

 

    (P.A. 96-114, Art. 1, Sec. 5)

    Sec. 5.  The amount of $34,794,300 38,660,300, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of the Trustees of Chicago State University to meet ordinary and contingent expenses for the fiscal year ending June 30, 2010.

    Sec. 10. In addition to any other amounts appropriated for such purposes, the following named amount, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of Chicago State University for the fiscal year beginning July 1, 2009, pursuant to Title XIV of the American Recovery and Reinvestment Act of 2009:

    Section 10.  “AN ACT concerning appropriations”, Public Act 96-114, as vetoed and reduced is amended by changing Sections 5, 10 and 15 to Article 2 as follows:

    Section 50.  “AN ACT concerning appropriations”, Public Act 96-042, approved July 15, 2009, as amended by P.A. 96-819, is amended by changing Section 25 to Article 71 as follows:

In addition to other amounts appropriated, the amount of $6,120,900 6,801,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Higher Education for operational expenses, awards, grants, and permanent improvements for the fiscal year ending June 30, 2010.

 

    Section 55.  “AN ACT concerning appropriations”, Public Act 96-042, approved July 15, 2009, as amended by P.A. 96-819, is amended by changing Section 25 to Article 72 as follows:

    Sec. 25. In addition to other amounts appropriated, the amount of $198,028,000 220,031,100, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Student Assistance Commission for operational expenses, awards, grants, and permanent improvements for the fiscal year ending June 30, 2010.

 

ARTICLE 2

 

    Section 5.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Section 5 to Article 61 as follows:

    Section 5.  The sum of $4,950,000 5,500,000, or so much thereof as may be necessary, is appropriated from the BHE Federal Grants Fund to the Board of Higher Education to be expended under the terms and conditions associated with the federal contracts and grants moneys received.

 

    Section 10.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Section 5 to Article 62 as follows:

    Sec. 5.  The sum of $552,600 614,000, or so much thereof as may be necessary, is appropriated from the General Professions Dedicated Fund to the Board of Trustees of Chicago State University for all costs associated with the development, support or administration of pharmacy practice education or training programs.

 

    Section 15.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Section 5 to Article 63 as follows:

    Sec. 5.  The sum of $3,800 4,250, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of Eastern Illinois University for scholarship grant awards, in accordance with Public Act 91-0083.

 

    Section 20.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Section 5 to Article 64 as follows:

    Sec. 5.  The amount of $9,000 10,000, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of Western Illinois University for scholarship grant awards from the sale of collegiate license plates.

 

    Section 25.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Section 5 to Article 65 as follows:

    Sec. 5.  The amount of $45,000 50,000, or so much thereof as may be necessary, is appropriated from the State College and University Fund to the Board of Trustees of Illinois State University for scholarship grant awards from the sale of collegiate license plates.

 

    Section 30.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Section 5 to Article 66 as follows:

    Sec. 5.  The sum of $32,400 36,000, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of Northern Illinois University for scholarship grant awards, in accordance with Public Act 91-0083.

 

    Section 35.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Section 5 to Article 67 as follows:

    Sec. 5.  The sum of $2,250,000 2,500,000, or so much thereof as may be necessary, is appropriated from the General Professions Dedicated Fund to the Board of Trustees of Southern Illinois University for all costs associated with the development, support or administration of pharmacy practice education or training programs at the Edwardsville campus.

 

    Section 40.  “AN ACT concerning appropriations”, Public Act 96-046, approved July 15, 2009, is amended by changing Sections 5, 10, 15, 20, 25 and 30 to Article 68 as follows:

 

    (P.A. 96-046, Art. 68, Sec. 5)

    Sec. 5.  The sum of $2,201,000 2,445,500, or so much thereof as may be necessary, is appropriated from the Fire Prevention Fund to the Board of Trustees of the University of Illinois for the purpose of maintaining the Illinois Fire Service Institute, paying the Institute's expenses, and providing the facilities and structures incident thereto, including payment to the University for personal services and related costs incurred.

    Sec. 10.  The sum of $225,000 250,000, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of the University of Illinois for scholarship grant awards, in accordance with Public Act 91-0083.

    Sec. 15.  The sum of $180,000 200,000, or so much thereof as may be necessary, is appropriated from the Emergency Public Health Fund to the University of Illinois for costs and expenses related to or in support of Emergency Mosquito Abatement.

    Sec. 20.  The following named amount, or so much thereof as may be necessary, is appropriated from the Optometric Licensing and Disciplinary Board Fund to the Illinois Student Assistance Commission for the following purpose:

  For payment of scholarships for the

   Optometric Education Scholarship

   Program, as provided by law............... 45,000 50,000

 

    (P.A. 96-046, Art. 70, Sec. 25)

    Sec. 25.  The sum of $261,000,000 290,000,000, or so much thereof as may be necessary, is appropriated from the Federal Student Loan Fund to the Illinois Student Assistance Commission for distribution when necessary as a result of the following: for guarantees of loans that are uncollectible, for collection payments to the Student Loan Operating Fund as required under agreements with the United States Secretary of Education, for payment to the Student Loan Operating Fund for Default Aversion Fees, for transfers to the U.S. Treasury, or for other distributions as necessary and provided for under the Federal Higher Education Act.

 

    (P.A. 96-046, Art. 70, Sec. 30)

    Sec. 30.  The sum of $13,500,000 15,000,000, or so much thereof as may be necessary, is appropriated to the Illinois Student Assistance Commission from the Student Loan Operating Fund for distribution as necessary for the following: for payment of collection agency fees associated with collection activities for Federal Family Education Loans, for Default Aversion Fee reversals, and for distributions as necessary and provided for under the Federal Higher Education Act.

    Sec. 35.  The sum of $3,150,000 3,500,000, or so much thereof as may be necessary, is appropriated to the Illinois Student Assistance Commission from the Student Loan Operating Fund for costs associated with Federal Loan System Development and Maintenance.

    Sec. 40.  The following named amount, or so much thereof as may be necessary, is appropriated from the Student Loan Operating Fund to the Illinois Student Assistance Commission for the following purposes:

  For payments to the Federal Student

   Loan Fund for payment of the federal

   default fee on behalf of students,

   or for any other lawful purpose

   authorized by the Federal Higher

    Sec. 45.  The sum of $270,000 300,000, or so much of that amount as may be necessary, is appropriated from the Accounts Receivable Fund to the Illinois Student Assistance Commission for costs associated with the collection of delinquent scholarship awards pursuant to the Illinois State Collection Act of 1986.

    Sec. 50.  The following named amount, or so much thereof as may be necessary, is appropriated from the Federal Student Assistance Scholarship Fund to the Illinois Student Assistance Commission for the following purpose:

    Sec. 55.  The sum of 63,000 $70,000, or so much thereof as may be necessary, is appropriated to the Illinois Student Assistance Commission from the University Grant Fund for payment of grants for the Higher Education License Plate Program, as provided by law.

    Sec. 65.  The following named amounts, or so much thereof as may be necessary, is appropriated from the Illinois Future Teacher Corps Scholarship Fund to the Illinois Student Assistance Commission for the following purpose:

  For payment of scholarships for the

   Illinois Future Teacher Corps

   Scholarship Program as provided by law.... 51,300 57,000

  For payment for grants to the Golden Apple

   Foundation for Excellence in Teaching....... 2,700 3,000

    Sec. 70.  The following named amount, or so much thereof as may be necessary, is appropriated from the Federal Student Incentive Trust Fund for the Federal Leveraging Educational Assistance and the Supplemental Leveraging Educational Assistance Programs to the Illinois Student Assistance Commission for the following purpose:

Grants

  For payment of Monetary Award Program grants to

   full-time and part-time students eligible

   to receive such grants,

    as provided by law................. 3,600,000 4,000,000

    Sec. 75. The sum of $4,500,000 5,000,000, or so much thereof may be necessary, is appropriated from the Federal Student Incentive Trust Fund to the Illinois Student Assistance Commission for payment of grants for the Federal College Access Challenge Grant Program, with up to six percent of the funding appropriated to meet allowable administrative costs, as part of the College Cost Reduction and Access Act (CCRAA), as provided by law.

 

ARTICLE 3

 

    Section 5.  “AN ACT concerning appropriations”, Public Act 96-039, as vetoed and reduced, is amended by changing Sections 15 and 20 to Article 15 as follows:

 

    (P.A. 96-039, Art. 14, Sec. 15)

    Sec. 15.  The amount of $45,000 50,000, or so much thereof as may be necessary, is appropriated from the Private College Academic Quality Assurance Fund to the Board of Higher Education as supplemental support for costs and expenses associated with the administration and enforcement of 110 ILCS 1005.

    Sec. 20.  The amount of $135,000 150,000, or so much thereof as may be necessary, is appropriated from the Academic Quality Assurance Fund to the Board of Higher Education as supplemental support for costs and expenses associated with the administration and enforcement of 110 ILCS 1010.

 

    Section 10.  “AN ACT concerning appropriations”, Public Act 96-039, as vetoed and reduced, is amended by changing Section 15 to Article 15 as follows:

    Sec. 15.  The following names amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the General Revenue Fund to the Board of Higher Education to meet its ordinary and contingent expenses for the fiscal year ending June 30, 2010:
