1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 11-1507 and by adding Sections 1-120.7 and 1-162.3 as
6 follows:
 
7     (625 ILCS 5/1-120.7 new)
8     Sec. 1-120.7. Fire department vehicle. Any vehicle,
9 bicycle, or electric personal assistive mobility device that is
10 designated or authorized by proper local authorities for fire
11 department use.
 
12     (625 ILCS 5/1-162.3 new)
13     Sec. 1-162.3. Police vehicle. Any vehicle, bicycle, or
14 electric personal assistive mobility device that is designated
15 or authorized by proper local authorities for police use.

17     Sec. 11-1507. Lamps and other equipment on bicycles. (a)
18 Every bicycle when in use at nighttime shall be equipped with a
19 lamp on the front which shall emit a white light visible from a
20 distance of at least 500 feet to the front and with a red
21 reflector on the rear of a type approved by the Department

1 which shall be visible from all distances from 100 feet to 600
2 feet to the rear when directly in front of lawful lower beams
3 of headlamps on a motor vehicle. A lamp emitting a red light
4 visible from a distance of 500 feet to the rear may be used in
5 addition to the red reflector.
6     (b) A bicycle shall not be equipped with nor shall any
7 person use upon a bicycle any siren. This subsection (b) does
8 not apply to a bicycle that is a police vehicle or fire
9 department vehicle.
10     (c) Every bicycle shall be equipped with a brake which will
11 adequately control movement of and stop and hold such bicycle.
12     (d) No person shall sell a new bicycle or pedal for use on
13 a bicycle that is not equipped with a reflex reflector
14 conforming to specifications prescribed by the Department, on
15 each pedal, visible from the front and rear of the bicycle
16 during darkness from a distance of 200 feet.
17     (e) No person shall sell or offer for sale a new bicycle
18 that is not equipped with side reflectors. Such reflectors
19 shall be visible from each side of the bicycle from a distance
20 of 500 feet and shall be essentially colorless or red to the
21 rear of the center of the bicycle and essentially colorless or
22 amber to the front of the center of the bicycle provided. The
23 requirements of this paragraph may be met by reflective
24 materials which shall be at least 3/16 of an inch wide on each
25 side of each tire or rim to indicate as clearly as possible the
26 continuous circular shape and size of the tires or rims of such

1 bicycle and which reflective materials may be of the same color
2 on both the front and rear tire or rim. Such reflectors shall
3 conform to specifications prescribed by the Department.
4     (f) No person shall sell or offer for sale a new bicycle
5 that is not equipped with an essentially colorless front-facing
6 reflector.
