HOUSE RESOLUTION

 
2     WHEREAS, The current recession is heavily impacting the
3 small businesses in our nation because of several trends,
4 including decreased sales and difficulties in obtaining small
5 business financing; and
 
6     WHEREAS, The National Bureau of Economic Research
7 determined that the current recession began in December 2007;
8 this means that, as of December 2008, this is the longest
9 downturn in a quarter century; and
 
10     WHEREAS, The National Federation of Independent Business
11 (NFIB) has collected small business economic trends data with
12 surveys since 1973; in November 2008, the NFIB reported that
13 its Index of Small Business Optimism fell to its third-lowest
14 reading in the 35 year history of the survey; and
 
15     WHEREAS, The NFIB November 2008 survey further revealed
16 record or near-record low ratings in the small business
17 sector's expectations concerning the creation of new jobs,
18 improved business conditions, and increased sales; and
 
19     WHEREAS, The United States Congress authorized the
20 Department of the Treasury to provide varied financial
21 assistance programs to the banking, insurance, and housing

1 sectors of the U.S. economy; and
 
2     WHEREAS, Small businesses are in dire need of financial
3 assistance from the federal government to avoid a further
4 deterioration of this important segment of the U.S. economy;
5 therefore, be it
 
6     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
8 strongly urge the United States Congress to establish a small
9 business rescue task force to prepare appropriate federal
10 assistance programs to rescue and assist struggling small
11 businesses; and be it further
 
12     RESOLVED, That suitable copies of this resolution be
13 delivered to the Majority Leader and Minority Leader of the
14 United States Senate, the Speaker and Minority Leader of the
15 United States House of Representatives, and to each member of
16 the Illinois congressional delegation.
