HOUSE RESOLUTION

 
2     WHEREAS, State Representative Monique D. Davis and the
3 Illinois House of Representatives resolve to urge each police
4 agency in the State of Illinois to submit an annual report to
5 the Governor, the General Assembly, the President of the
6 Senate, the Minority Leader of the Senate, the Speaker of the
7 House of Representatives, and the Minority Leader of the House
8 of Representatives on the number of persons killed by its
9 officers in the preceding calendar year, specifying the race of
10 the officer, the race of the victim, the age of the victim, and
11 the method by which the victim was killed; and
 
12     WHEREAS, These reports are necessary because of the high
13 incidence of innocent persons being killed by police officers
14 throughout this State during the investigation of crimes and
15 during the pursuit of alleged criminal suspects; and
 
16     WHEREAS, The Governor and General Assembly need access to
17 this information in order to determine whether laws and rules
18 need to be changed in relation to the apprehension of criminal
19 suspects and the training of police officers; and
 
20     WHEREAS, The killing of innocent persons by the police
21 often result in civil rights litigation by the deceased
22 persons' families and result in millions of dollars of

1 judgments against the units of government that employ these
2 police officers who were involved in the killings; and
 
3     WHEREAS, Better law enforcement and less use of deadly
4 force by police officers will improve the trust between the
5 community and law enforcement agencies, will result in more
6 cooperation among local residents in the prosecution of
7 criminal cases, and will improve the safety of local
8 communities; therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11 the House urges each police agency in the State of Illinois to
12 submit an annual report to the Governor, the General Assembly,
13 the President of the Senate, the Minority Leader of the Senate,
14 the Speaker of the House of Representatives, and the Minority
15 Leader of the House of Representatives on the number of persons
16 killed by its police officers in the preceding calendar year,
17 specifying the race of the officer, the race of the victim, the
18 age of the victim, and the method by which the victim was
19 killed such as by firearm, taser, in a motor vehicle chase, or
20 other means; and be it further
 
21     RESOLVED, That suitable copies of this resolution be
22 presented to the Governor and to the President of the Senate,
23 the Minority Leader of the Senate, the Speaker of the House of
