HOUSE RESOLUTION

 
2     WHEREAS, The citizens of Illinois are entitled to safe,
3 affordable, and reliable electric service; and
 
4     WHEREAS, Electricity is an essential service for Illinois'
5 12.5 million citizens; and
 
6     WHEREAS, The General Assembly passed the Electric Service
7 Customer Choice and Rate Relief Law of 1997, which gave
8 Illinois residential consumers a rate reduction and froze their
9 electric rates from 1997 through 2006; and
 
10     WHEREAS, In 2007, most Illinois electric utilities no
11 longer own generation facilities and must procure energy in the
12 wholesale marketplace on behalf of Illinois residential
13 customers; and
 
14     WHEREAS, Illinois residential electric consumers are
15 seeing massive increases to their electric bills in 2007; and
 
16     WHEREAS, All parties in this dispute, including the
17 electrical service providers, have expressed the willingness
18 to work together to moderate the effects of electrical rate
19 increases upon all affected customers; and

1     WHEREAS, There is an urgent need to develop an agreed
2 transitional program to reduce electrical rates to affected
3 consumers, and the vast majority of both parties serving in
4 both houses of the General Assembly would willingly vote for
5 such a plan; therefore, be it
 
6     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
8 urge the convocation of a summit of the Governor and the four
9 legislative leaders to meet with consumer advocates,
10 commercial and industrial consumers of electricity, electrical
11 service providers, and the Illinois Commerce Commission to
12 develop legislation to create an agreed electrical pricing
13 policy for the State of Illinois; and be it further
 
14     RESOLVED, That a copy of this resolution be presented to
15 the Governor of Illinois, the Speaker of the House, the House
16 Minority Leader, the President of the Senate, and the Senate
17 Minority Leader.
