HOUSE RESOLUTION

 
2     WHEREAS, The members of the House of Representatives of the
3 State of Illinois wish to honor John Bouman on being named
4 president of the Sargent Shriver National Center on Poverty Law
5 on January 1, 2007; and
 
6     WHEREAS, The Shriver Center was established in 1967 to
7 champion law and policy for low-income people; John Bouman
8 joined as the center's director of advocacy in May 1996 after
9 21 years at the Legal Assistance Foundation of Chicago; and
 
10     WHEREAS, John Bouman has worked in several Chicago
11 neighborhoods and has held a position as a specialist in the
12 Foundation's Elderly Law project; he has won numerous awards
13 for his career and accomplishments in antipoverty legal and
14 advocacy work including the John Minor Wisdom Award from the
15 Litigation Section of the American Bar Association in January
16 of 1998 and the National Legal Aid and Defender Association's
17 Kutak-Dodds award in May of 1998; he is recognized for being
18 one of the most effective and thoughtful public benefits
19 advocates in the country and is credited by many for his design
20 and implementation of Illinois's new welfare law in 1997; and
 
21     WHEREAS, He recently has led the successful statewide
22 effort to create the FamilyCare program to provide health

1 insurance to up to 300,000 working poor parents of minor
2 children; and
 
3     WHEREAS, He is a 1975 graduate of Valparaiso University
4 School of Law; he is a founding and current member of the
5 steering committee of the National Transitional Jobs Network
6 and is a member of the Chicago Council of Lawyers and the
7 Chicago Bar Association; and
 
8     WHEREAS, John Bouman is one of the nation's leading policy
9 advocates on welfare and economic security, exhibiting a
10 remarkable style that has won major victories for the poor in
11 the era of dramatic welfare reform; his creative ideas on how
12 government policy should assist people to reach their highest
13 aspirations has allowed thousands of poor and low-income people
14 to move into the workforce and escape poverty; therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17 congratulate John Bouman on being named president of the
18 Sargent Shriver National Center on Poverty Law; and be it
19 further
 
20     RESOLVED, That a suitable copy of this resolution be
21 presented to Mr. Bouman as an expression of our esteem.
