HOUSE JOINT RESOLUTION

 
2     WHEREAS, Article XIV of the 1970 Illinois Constitution
3 requires that if the question of whether a Constitutional
4 Convention should be called is not submitted during any 20-year
5 period, that question shall be submitted at the general
6 election in the 20th year following the last submission; and
 
7     WHEREAS, The question of the convening of a Constitutional
8 Convention was submitted to the electorate in 1988, and that
9 question has not been submitted during the past 20-year period;
10 and
 
11     WHEREAS, The 1970 Illinois Constitution requires that the
12 question of whether to call a Constitutional Convention be
13 submitted to the electorate at the general election in 2008;
14 and
 
15     WHEREAS, The Constitutional Convention Act authorizes the
16 procedure for preparing voter education materials to accompany
17 the question of calling a convention and requires the General
18 Assembly to prepare those materials; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
21 SENATE CONCURRING HEREIN, that a Joint Committee is hereby

1 created, to be known as the Joint Committee for the
2 Constitutional Convention Proposal; and be it further
 
3     RESOLVED, That the Joint Committee shall consist of 8
4 legislative members, 2 each appointed by the Speaker and
5 Minority Leader of the House of Representatives and the
6 President and Minority Leader of the Senate; and be it further
 
7     RESOLVED, That the Speaker of the House and the President
8 of the Senate shall each designate one member of the Joint
9 Committee to serve as Co-Chair; and be it further
 
10     RESOLVED, That the Joint Committee shall direct the
11 preparation of a brief explanation of the question of calling a
12 Constitutional Convention, a brief argument in favor of a call,
13 a brief argument against a call, and the form in which the
14 question will appear on its separate ballot as provided in the
15 Election Code; and be it further
 
16     RESOLVED, That by April 4, 2008, the Joint Committee shall
17 file a report with the Clerk of the House and the Secretary of
18 the Senate; and be it further
 
19     RESOLVED, That the report shall contain the explanation of
20 the question calling a Constitutional Convention, the
21 arguments in favor and against the call, and the form in which

1 the question of a Constitutional Convention will appear on the
2 ballot; and be it further
 
3     RESOLVED, That the 2 houses shall accept the report by
4 adopting the same joint resolution by a majority of the members
5 elected to each house, and the report shall then be certified
6 to the Secretary of State.
