AMENDMENT TO HOUSE BILL 1017

2     AMENDMENT NO. ______. Amend House Bill 1017 on page 6, by
3 replacing lines 4 through 26 with the following:
 
4     "(f) Persons selected to grade candidates for promotion
5 during an assessment center process shall be impartial
6 professionals who have undergone training to be certified
7 assessors. The training and certification requirements shall,
8 at a minimum, provide that, to obtain and maintain
9 certification, assessors shall complete a course of basis
10 training, subscribe to a code of ethical conduct, complete
11 continuing education, and satisfy minimum activity levels.
12     (g) The standards for certification shall be established by
13 a Joint Labor and Management Committee (JLMC) composed of 4
14 members: 2 members designated by the Executive Board of the
15 Illinois Fire Chief's Association (IFCA) and 2 members
16 designated by the Executive Board of the Associated Fire
17 Fighters of Illinois (AFFI). Members shall serve terms of one

1 year subject to reappointment.
2     In developing certification standards the JLMC may seek the
3 advice and counsel of professionals and experts and may appoint
4 an advisory committee.
5     The JLMC's initial certification standards shall be
6 submitted to the Office of the State Fire Marshall by January
7 1, 2008. The JLMC may provisionally certify persons who have
8 prior experience as assessors on promotional examinations in
9 the fire service. Effective January 1, 2009 only those persons
10 who meet the certification standards developed by the JLMC and
11 submitted to the Office of the State Fire Marshall may be
12 selected to grade candidates on a subjective component of a
13 promotional examination conducted under the authority of this
14 Act.
15     The JLMC shall annually:
16         (1) issue public notice offering persons who are
17     interested in qualifying as certified assessors the
18     opportunity to enroll in training; and
19         (2) submit to the Office of the State Fire Marshall an
20     amended list of persons who remain certified, are newly
21     certified, or who are no longer certified.
22     (h) The Office of the State Fire Marshall shall support the
23 program by adopting certifications standards based on those
24 submitted by the JLMC and by establishing a roster of certified
25 assessors composed of persons certified by the JLMC.
26     Within 7 days after the request of either party, the Office

1 shall select at random from the roster of certified assessors a
2 panel numbering not less than 1.5 times the number of assessors
3 required. The parties may select assessors from the list
4 provided by the Office. Within 7 days following the receipt of
5 the list, the parties shall notify the Office of the assessors
6 they have selected. Unless the parties agree on an alternate
7 selection procedure, they shall alternatively strike names
8 from the list provided by the Office until only the number of
9 required assessors remain. A coin toss shall determine which
10 party strikes the first name. If the parties fail to notify the
11 Office in a timely manner of their selection of assessors, the
12 Office shall appoint the assessors required from the roster of
13 certified assessors.".
