SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.675 new
625 ILCS 5/3-664 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Rotary Club Fund as a special fund in the State treasury. Provides for the issuance of Rotary Club license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Rotary Club Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Rotary Club Fund shall be paid as grants for charitable purposes sponsored by the Rotary Club.

1     AN ACT in relation to transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.675 as follows:
 
6     (30 ILCS 105/5.675 new)
7     Sec. 5.675. The Rotary Club Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-664 as follows:
 
10     (625 ILCS 5/3-664 new)
11     Sec. 3-664. Rotary Club plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as Rotary Club
15 license plates.
16     The special plates issued under this Section shall be
17 affixed only to passenger vehicles of the first division or
18 motor vehicles of the second division weighing not more than
19 8,000 pounds.
20     Plates issued under this Section shall expire according to
21 the multi-year procedure established by Section 3-414.1 of this

2     (b) The design and color of the special plates shall be
3 wholly within the discretion of the Secretary. Appropriate
4 documentation, as determined by the Secretary, shall accompany
5 each application.
6     (c) An applicant for the special plate shall be charged a
7 $25 fee for original issuance in addition to the appropriate
8 registration fee. Of this fee, $10 shall be deposited into the
9 Rotary Club Fund and $15 shall be deposited into the Secretary
10 of State Special License Plate Fund, to be used by the
11 Secretary to help defray the administrative processing costs.
12     For each registration renewal period, a $25 fee, in
13 addition to the appropriate registration fee, shall be charged.
14 Of this fee, $23 shall be deposited into the Rotary Club Fund
15 and $2 shall be deposited into the Secretary of State Special
16 License Plate Fund.
17     (d) The Rotary Club Fund is created as a special fund in
18 the State treasury. All moneys in the Rotary Club Fund shall be
19 paid, subject to appropriation by the General Assembly and
20 approval by the Secretary, as grants for charitable purposes
21 sponsored by the Rotary Club.
