HOUSE JOINT RESOLUTION

 
2     WHEREAS, The Illinois High School Association (IHSA) is a
3 de facto monopoly on athletic competition for Illinois high
4 school students; and
 
5     WHEREAS, There is realistically no other outlet or
6 opportunity for student athletes to meaningfully compete in
7 high school sports besides through the IHSA; and
 
8     WHEREAS, The IHSA has demonstrated a lack of respect for or
9 understanding of private, non-boundaried high schools and the
10 families who choose such schools; and
 
11     WHEREAS, Parents of private high school students are as
12 financially supportive of public schools as parents of public
13 school students through the payment of State taxes; and
 
14     WHEREAS, The IHSA has failed to uphold standards that
15 promote the equitable treatment of students and schools; and
 
16     WHEREAS, Recent action taken by the IHSA Board of Directors
17 will divide the students of Illinois by public and private
18 school affiliations; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
21 SENATE CONCURRING HEREIN, that there is established the
22 Illinois High School Athletics Task Force for the purpose of
23 studying the feasibility of forming a high school athletics
24 association other than the Illinois High School Association;
25 and be it further
 
26     RESOLVED, That the Task Force shall consist of the
27 following members: 2 members of the House of Representatives,
28 or their designees, appointed by the Speaker of the House, one

1 of whom shall serve as co-chairperson of the Task Force; 2
2 members of the House of Representatives, or their designees,
3 appointed by the Minority Leader of the House, one of whom
4 shall serve as co-spokesman of the Task Force; 2 members of the
5 Senate, or their designees, appointed by the President of the
6 Senate, one of whom shall serve as co-chairperson of the Task
7 Force; 2 members of the Senate, or their designees, appointed
8 by the Minority Leader of the Senate, one of whom shall serve
9 as co-spokesman of the Task Force; 2 members of the public, one
10 of whom shall be appointed by the Speaker of the House and one
11 of whom shall be appointed by the President of the Senate; one
12 member appointed by an association that represents school
13 boards; one member appointed by an association that represents
14 school administrators; one member appointed by an organization
15 that represents high school athletic directors and coaches; and
16 one member appointed by an organization representing the
17 greatest number of private high schools in the State; and be it
18 further
 
19     RESOLVED, That the Illinois High School Athletics Task
20 Force shall report its findings to the General Assembly by
21 filing copies of its report with the Clerk of the House and the
22 Secretary of the Senate on or before January 1, 2006, and that
23 upon filing its report the Task Force is dissolved.
