HOUSE JOINT RESOLUTION

 
2     WHEREAS, The status of fragmented building requirements in
3 Illinois is of serious concern to those involved in building,
4 design, and construction; and
 
5     WHEREAS, Of the 102 counties in this State, less than half
6 have adopted a building code; and
 
7     WHEREAS, Over 40 states have adopted some portion of a
8 model building code; and
 
9     WHEREAS, Illinois already has adopted a statewide plumbing
10 code and a statewide accessibility code; and
 
11     WHEREAS, Building codes promote public safety; and
 
12     WHEREAS, Illinois does not have a statewide building code,
13 but does have a collection of building requirements not
14 equitably administered and enforced within the construction
15 industry; and
 
16     WHEREAS, Illinois citizens are entitled to safe,
17 affordable, and responsible accommodations; therefore, be it
 
18     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
20 SENATE CONCURRING HEREIN, that there is created a Task Force on
21 a Uniform Building Code for the purpose of examining and making
22 recommendations pertaining to the adoption of a uniform
23 building code for the State of Illinois; and be it further
 
24     RESOLVED, That the Task Force shall be comprised of 2 House
25 members, one appointed by the Speaker of the House and one
26 appointed by the House Minority Leader; 2 Senate members, one
27 appointed by the Senate President and one appointed by the

1 Senate Minority Leader; one person appointed by the Governor;
2 one person appointed by an organization representing home
3 builders; one person appointed by an organization representing
4 roofing contractors; one person appointed by an organization
5 representing the plumbing industry; one person appointed by an
6 organization representing the Illinois construction industry
7 council; one person appointed by an organization representing
8 architects; one person appointed by an organization
9 representing structural engineers; one person appointed by an
10 organization representing building trades; one person
11 appointed by an organization representing realtors; one person
12 appointed by an organization representing code administrators;
13 one person appointed by an organization representing municipal
14 governments in the State; one person appointed by the Office of
15 the State Fire Marshal; and representatives of any other
16 organizations that express their interest in participating to
17 the Capital Development Board in writing; and be it further
 
18     RESOLVED, That the Task Force members shall serve on a
19 voluntary basis and shall be responsible for any costs
20 associated with their participation in the Task Force; and be
21 it further
 
22     RESOLVED, That the Task Force shall meet a minimum of 4
23 times; and be it further
 
24     RESOLVED, That the Capital Development Board shall
25 facilitate the Task Force and shall summarize its findings and
26 recommendations in a written report to the Governor and the
27 General Assembly no later than December 31, 2006; and be it
28 further
 
29     RESOLVED, That this House Joint Resolution of the 94th
30 General Assembly shall supersede House Resolutions 898 and 1205
31 of the 93rd General Assembly.
