1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Utilities Act is amended by adding
5 Section 4-305.5 as follows:
 
6     (220 ILCS 5/4-305.5 new)
7     Sec. 4-305.5. Illinois Smart Energy Task Force.
8     (a) The Illinois Smart Energy Task Force is created. The
9 mission of the Illinois Smart Energy Task Force is to conduct a
10 study and make recommendations to the Commission and to the
11 General Assembly concerning (i) the improvement of system-wide
12 reliability and the reduction of peak demand through energy
13 efficiency; (ii) the improvement of energy efficiency and
14 access to energy options for underserved customers; and (iii)
15 the reduction of negative environmental impacts caused by
16 energy production and use.
17     (b) The Illinois Smart Energy Task Force shall consist of
18 the following members: one member appointed by the Chairman of
19 the Illinois Commerce Commission; one member appointed by the
20 President of the Senate; one member appointed by the Minority
21 Leader of the Senate; one member appointed by the Speaker of
22 the House; one member appointed by the Minority Leader of the
23 House; one member appointed by the Governor who is a
24 representative of an electric public utility whose service area
25 includes a county with a population of 1,000,000 or more; one
26 member appointed by the Governor who is a representative of an
27 electric public utility whose service area does not include a
28 county with a population of 1,000,000 or more; and one member
29 appointed by the Governor who is an Illinois citizen with
30 expertise in the area of energy conservation. The task force
31 shall appoint a chairperson from among its members. If a
32 vacancy occurs in the Illinois Smart Energy Task Force

1 membership, the vacancy shall be filled in the same manner as
2 the initial appointment.
3     (c) Members of the Illinois Smart Energy Task Force shall
4 serve without compensation, but may be reimbursed for
5 reasonable expenses incurred as a result of their duties as
6 members of the task force. The Commission must provide staff
7 and administrative support services to the task force.
8     (d) The Illinois Smart Energy Task Force may begin to
9 conduct business upon appointment of a majority of the members.
10 The task force must meet at least once each calendar quarter.
11 For purposes of task force meetings, a quorum is 5 voting
12 members. Meetings of the task force are subject to the Open
13 Meetings Act. The task force must afford an opportunity for
14 public comment at each of its meetings. The task force shall
15 submit an annual report of its findings and recommendations to
16 the Commission and to the General Assembly. The task force must
17 also make copies of each report available to members of the
18 public, upon request.
