SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the State Building Conservation Act. Requires the Department of Central Management Services to adopt and publish energy conservation standards for all construction of new State capital projects. Requires certain State agencies to reduce energy use in public buildings that they administer by 10% per square foot on or before July 1, 2008 and by 15% on or before July 1, 2011. Requires all State agencies to procure energy efficient products certified by the federal government as Energy Star products or certified under the Federal Energy Management Program unless the products are shown not to be cost-effective on a life cycle cost basis.

1     AN ACT concerning energy conservation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the State
5 Building Energy Conservation Act.
 
6     Section 5. Energy conservation standards for public
7 buildings.
8     (a) The Department of Central Management Services, in
9     consultation with persons responsible for building systems,
10     shall adopt and publish energy conservation standards for the
11     construction of all new State of Illinois capital projects,
12     including buildings designed and constructed by community
13     college districts and universities. These standards shall be
14     consistent with the recommended energy conservation standards
15     of the American Society of Heating, Refrigerating, and Air
16     Conditioning Engineers and the international Energy
17     Conservation Code.
18     (b) The standards shall be adopted to achieve energy
19     conservation and shall allow for design flexibility.
20     (c) The following State agencies shall reduce energy use in
21     public buildings that they administer by 10% per square foot of
22     floor area on or before July 1, 2008 and by 15% per square foot
23     of floor area on or before July 1, 2011, using July 1, 2001
24     through June 30, 2002 as the baseline year:
25         (1) The Department of Central Management Services for
26     its building systems.
27         (2) Each State university for its building systems.
28         (3) The Department of Transportation for its building
29     systems.
30     (d) The Department of Central Management Services, in
31     conjunction with the Environmental Protection Agency and the
32     Department of Commerce and Economic Opportunity, shall provide

1     technical assistance to the State agencies described in
2     subsection (c). On or before July 1 of each year, the
3     Department of Central Management Services shall measure
4     compliance with this Section, compile the results, and report
5     to the Speaker of the House of Representatives and the
6     President of the Senate concerning the progress of attaining
7     the goals prescribed in subsection (c). The Department of
8     Central Management Services shall include in its report an
9     explanation of the reasons for any failure to achieve energy
10     reductions in specific building systems as prescribed in
11     subsection (c).
12     (e) All State agencies shall procure energy efficient
13     products that are certified by the United States Department of
14     Energy or the United States Environmental Protection Agency as
15     Energy Star products or that are certified under the Federal
16     Energy Management Program in all categories that are available
17     unless the products are shown not to be cost-effective on a
18     life cycle cost basis.
