1     AN ACT in relation to health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-338 as follows:
 
7     (20 ILCS 2310/2310-338 new)
8     Sec. 2310-338. Asthma prevention and control program.
9     (a) Subject to appropriations for this purpose, the
10 Department shall establish an asthma prevention and control
11 program to provide leadership in Illinois for and coordination
12 of asthma prevention and intervention activities. The program
13 may include, but need not be limited to, the following
14 features:
15         (1) Monitoring of asthma prevalence in the State.
16         (2) Education and training of health care
17     professionals concerning the current methods of diagnosing
18     and treating asthma.
19         (3) Patient and family education concerning the
20     management of asthma.
21         (4) Dissemination of information on programs shown to
22     reduce hospitalization, emergency room visits, and
23     absenteeism due to asthma.
24         (5) Consultation with and support of community-based
25     asthma prevention and control programs.
26         (6) Monitoring of environmental hazards or exposures,
27     or both, that may increase the incidence of asthma.
28     (b) In implementing the program established under
29 subsection (a), the Department shall consult with the
30 Department of Public Aid and the State Board of Education. In
31 addition, the Department shall seek advice from other
32 organizations and public and private entities concerned about

1 the prevention and treatment of asthma.
2     (c) The Department may accept federal funding and grants,
3 and may contract for work with outside vendors or individuals,
4 for the purpose of implementing the program established under
5 subsection (a).
 
6     Section 99. Effective date. This Act takes effect upon
7 becoming law.
