1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Sections
5 4-50, 5-50, and 6-100 as follows:
 
6     (10 ILCS 5/4-50 new)
7     Sec. 4-50. Grace period. Notwithstanding any other
8 provision of this Code to the contrary, each election authority
9 until January 1, 2005 may and on and after January 1, 2005
10 shall establish procedures for the registration of voters
11 during the period from the close of registration for a primary
12 or election and until the 14th day before the primary or
13 election. During this grace period, an unregistered qualified
14 elector may register to vote in person in the office of the
15 election authority or at a voter registration location
16 specifically designated for this purpose by the election
17 authority. A registered voter may submit a change of address
18 form during this period as well. The election authority shall
19 register that individual in the manner provided by law.
20     If a voter who registers during this grace period wishes to
21 vote at the first election or primary occurring after the grace
22 period, he or she must do so by absentee ballot, either in
23 person or by mail at the discretion of the election authority.

29     Section 99. Effective date. This Act takes effect upon
30 becoming law.
