 1                      AMENDMENT TO SENATE 1430

 2        AMENDMENT NO.     .  Amend Senate Bill 1430 on page 2  by
 3    replacing lines 28 through 33 with the following:
 4    "the Secretary of Human Services or his designee, all of whom
 5    shall be ex-officio non-voting members. Voting members of the
 6    Commission   shall   include  one  member  appointed  by  the
 7    President of the Senate, one member appointed by the Minority
 8    Leader of the Senate, one member appointed by the Speaker  of
 9    the House of Representatives, and one member appointed by the
10    Minority   Leader   of  the  House  of  Representatives.  The
11    remaining 21 members shall be appointed by the  Governor  and
12    shall  include  health  care  consumers including individuals
13    with disabilities, and persons over the age of 65,  advocates
14    for  health care consumers, health care providers, physicians
15    including  family  physicians,  health  care  administrators,
16    representatives  from  the  business  community,  economists,
17    representatives of organized labor, nurses,  social  workers,
18    representatives   of  statewide  advocacy  organizations  for
19    persons with disabilities, and representatives  of  statewide
20    advocacy  organizations  for  senior citizens. Appointment of
21    members  of  the   Commission   shall   ensure   proportional
22    representation  with  respect  to geography, ethnicity, race,
23    gender, and age. The Commission shall have a chairperson  and
24    a vice-chairperson who shall be elected by the voting members

 1    at  the  first  meeting of the Commission. The members of the
 2    Commission shall be appointed within 90 days of the effective
 3    date of this Act.  The  State  agencies  represented  on  the
 4    Commission shall work cooperatively to provide administrative
 5    support for the Commission."; and

 6    on page 3 by deleting lines 1 through 23; and

 7    on page 4 by replacing line 2 with the following:
 8    "Department of Public Health, subject to appropriation or the
 9    availability  of  other  funds  for such purposes and using a
10    public request for"; and

11    on page 4 by replacing line 33 with the following:
12    "make recommendations that shall be considered by the General
13    Assembly as the basis for a health".
